765 <br />Gloria Williams said JOCCA originally requested $5,000 for weatherization. <br />Commissioner Gustaveson said the $3,500 appropriation is for supplies only <br />and labor should be performed by work clinics. There should be no long-term pay <br />back items purchased. <br />Commissioner Pinney asked if the appropriation was contingent on getting <br />work crews. Commissioner Willhoit said, no. <br />Commissioner Gustaveson said he thought the money should be spent on weatheri- <br />zation, health and safety items. <br />Commissioner Walker said there was no cost study made and we had no actual <br />idea of how much would be saved. <br />Commissioner Willhoit moved, seconded by Commissioner Gustaveson to appropriate <br />$3,500 to JOCCA to purchase health, safety and weatherization materials for Efland <br />Cheeks Multipurpose Center. Vote: ayes, Commissioners Whitted, Willhoit, Gustaveson <br />and Pinney. Noes, Commissioner Walker. <br />Commissioner Gustaveson said the $3,500 appropriation should be for supplies <br />and not a work crew and the JOCCA Board is responsible for monitoring supplies. <br />Commissioner Whitted said a letter should be written to JOCCA Board going over <br />our discussion and telling them the purpose of the $3,500 appropriation and their <br />responsibility for spending the money. <br />Ms. Anne Barnes asked if $3,500 could be spent for anything other than supplies <br />and Commissioner Whitted told Ms. Barnes the motion stated the money was only for <br />supplies. The money is appropriated to purchase materials for health, safety and <br />weatherization purposes. <br />Agenda Item lOB: Improvements at Northside Multipurpose Center <br />The County Manager said insulation for the building arrived this week and <br />the county proposed to install the insulation with its own labor. He said the <br />only bid we had to repair the roof was three times the amount anticipated - $14,250. <br />We have been told we would have to remove the old shingles because the roof is <br />not strong enough to support three layers of shingles. He said we would have to <br />send this job out for formal bids and his recommendation is for the county to try <br />to do the roofing ourselves. He said the roof was large and it would take same <br />time but there are no unusual skills required. The county's cost would probably <br />be $7,000 to $8,000 plus labor. He said the building itself is 10,000 square feet. <br />He said within another month, the weather will be too cold and the shingles will <br />break. He said another problem is the roof needs to be replaced before insulation <br />can be installed overhead and both roofing and insulating need to be done. He <br />said once insulation is wet, it never dries out satisfactorily. He said he had <br />planned to lay chicken wire down and put vats on top of the wire because the roof <br />would not support the insulation. <br />Commissioner Pinney suggested putting plastic over the insulation. <br />Corramissioner lJhitted said roofing should be done at the appropriate time and <br />the best method would be to patch the roof now and take precautions to protect <br />the insulation. <br />The County Manager said it would not take long to install the insulation, <br />two to four days. He said we could start roofing and go as far as the weather <br />will let us. He said it.i.s better to shingle a roof in warm weather so the <br />shingles get hot and stick together. <br />Commissioner Walker asked how much it would cast to patch the roof. The <br />County Manager said he did not know. He said it would cost from $7,500 to <br />$10,000 to do the roofing ourselves. He said we needed to go ahead with the <br />insulation and he would talk to the men in buildings and grounds about repairing <br />the roof. <br />The County Manager said a plumber would have to repair and install toilets in <br />the Community School for People Under Six. He said he did not have an estimate for <br />renovating and relocating Orange-Chatham Legal Services or for partitioning office <br />space for staff in former Community School far People Under Six. <br />
