764 <br />The County Attorney said JOCCA has a 20 year lease beginning September 1, 1967 <br />and renewable each year at JOCCA's option. He concurred with Commissioner Willhoit's <br />suggestion of appropriating money to JOCCA and letting JOCCA spend the money for <br />specific items. He said .the lease was renewed each year by a letter in which <br />JOCCA also accounted for in kind contributions far a federal program which would <br />also indicate JOCCA eligible far public funds. <br />Commissioner Walker said he thought the best approach was for the Board to <br />turn its attention to Efland School building. <br />Gloria Williams said JOCCA has spent approximately $1,500 on the Efland Cheeks <br />building. Commissioner Walker asked if this expenditure had made the building <br />liveable. Ms. Williams said that the situation was liveable but they were .opposed <br />to heating the outdoors. <br />Commissioner Walker asked JOCCA to weigh the cost of improvements for using <br />the building for one year against the comparable cost of using Efland Cheeks <br />School. <br />Commissioner Willhoit suggested using lay-in insulation rather than blown-in <br />insulation so it could be recovered. Commissioner Pinney said the cost would be <br />the same by the time insulation was installed and removed. <br />Commissioner Gustaveson asked about the possibilities of having Saturday <br />work clinics at Efland Cheeks so the Board could appropriate funds for supplies <br />only and JOCCA could get weekend work parties to do the labor. Ms. Williams said <br />she thought that was possible. ' <br />The County Manager said the county does not own Efland Cheeks School and there <br />are some county departments and a private group interested in the building. <br />Dr. Gertrude Willis, past President of JOCCA Board, said the oil bills far <br />heating the multipurpose center have been astronomical. <br />Mrs. Macadoo, member of the JOCGA Board, told the Commissioners they had spent <br />money and time at night on the Efland Cheeks Multipurpose Center and she would like <br />to keep the building. She felt the county would have to spend more money on Efland <br />Cheeks School and she would rather see these funds go into the multipurpose center. <br />Mrs. Fuller said many people had put in long hours working on the multipurpose <br />center. She said she was grateful for what had been done and she would hate to <br />see the building lost because of a few problems. She said she felt it would cost <br />quite a bit to move to the school. She said senior citizens came to the multi- <br />purpose center every day and it was time to heat the building. <br />Commissioner Walker expressed his concern for spending money on one community <br />center in the county when there were other similar needs all over the county. <br />Commissioner Gustaveson said he felt the county should help on the building's <br />upkeep since the building housed county-sponsored programs. <br />Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to allocate <br />$3,500 to JOCGA for their use in providing more adequate facilities far their <br />programs. <br />Commissioner Willhoit explained the $3,500 figure was to cover the estimated <br />material costs of $2,500 and a provision for some work JOCCA has already provided. <br />Commissioner Gustaveson said he wanted to consider whether these improvements <br />would be long term or temporary. He also questioned labor costs. <br />The County Manager suggested using plastic over the windows instead of storm <br />windows. He told the Board there were no labor costs for installing insulation <br />in the estimated figures. <br />Gloria Williams said she felt JOCCA could pool and mobilize community .labor. <br />Commissioner Walker asked the cost figure for last year's heating bills. He <br />said JOCCA has spent $1,500 and we are appropriating $3,500, which totals $5,OJ0 <br />spent on improvements to the Efland Cheeks Multipurpose Center. <br />
