763 <br />Agenda Item 8: H coneechee Re Tonal Librar 's Re uest for <br />Supplemental Appropriations to Continue- <br />' Use of Student Help <br />Mrs. Edna bawkins and Mr.~5anford, a trustee, were present in the audience to <br />speak on behalf of the library's request. Mrs. Dawkins said the library has had <br />to use money from the contingency fund to pay students for their help since CETA <br />has not been able to provide the library with workers. <br />Mr. Bradshaw said the county had not been given figures for Title III, which <br />is the program that provides the in-school youth workers. He said the county was <br />working with the state to attempt to continue the same type program the county had <br />last year with in-school type experience. P4r. Bradshaw said he hoped the county <br />would be able to provide the library with personnel as soon as the necessary paper <br />work was done. He said there were presently no Title III workers in Orange County. <br />y <br />The County Manager said paper work was not the only problem. He said that <br />someone, presumably the Manpower Advisory Council, would have to decide whether <br />this type program would be allowed. He said it was not automatic. <br />Commissioner Willhoit suggested checking with the Council on Aging to see <br />whether a Title IX might be available to work in the library. <br />Mrs. Dawkins said the library needed young workers who are able to run up <br />and down three flights of stairs. She said the library had lost all but one of <br />their trained helpers. <br />Commissioner Pinney moved, seconded by Commissioner Walker, to appropriate <br />$1,744 from the contingency fund to the Orange County Library. Vote: ayes, 5; <br />noes, D. <br />Agenda Item 10A: Improvements to Efland Cheeks Multipurpose Center <br />_ The County Manager said the main problem with improvements. to Efland Cheeks <br />and to Northside is getting someone to do the work. He said county personnel could <br />do all improvements except blowing in insulation but it would take some time. <br />-- He said contracting out the work .would be expensive. <br />The County Manager explained the Efland Cheeks Multipurpose Center is an "L" <br />shaped building and the side that cannot be seen from the street does not have an <br />outside wall. He said an outside wall needs to be constructed before the building <br />is insulated. <br />Commissioner Walker said the building was never completed. <br />The County Manager said JOCCA submitted a list of improvements he felt were <br />reasonable. The County Manager estimated $3,000 to $4,OD0 in material costs with <br />the use of county labor. <br />Commissioner Walker asked how long it would take to complete this project. <br />The County Manager explained there were four people who could do the work, <br />two of whom are CETA employees. He said it would be difficult for the county <br />to do the job but it would also be difficult to find someone else to do the work. <br />Commissioner Willhoit questioned the cost effective of using storm windows and <br />blown insulation considering the life of the building. <br />The County Manager said he did not think we should install storm windows. He <br />felt it important to install weatherboard and fix outside walls. He estimated it <br />would cost about $2,500 to fix outside walls exclusive of labor. <br />Commissioner Walker suggested checking into the possibilities of using Efland <br />School since the school board was vacating the building rather than spending money <br />on a building whose life was no more than five years. He felt Efland Cheeks Multi- <br />purpose center needed to be rebuilt if the county wanted to continue using it. <br />Commissioner Willhoit said there are some immediate needs such as replacing <br />windows and commodes in order to make the building functional and some painting <br />was necessary while the building was being used. Commissioner lillhoit said he <br />would prefer allocating money to JOCCA for their use in upgrading the facilities. <br />
