770 <br />Commissioner Willhoit questioned whether a fee schedule would be part of <br />the ordinance. The County Attorney said the Board would periodically adopt a <br />fee schedule. <br />The County Manager asked if there should be an effective date. <br />The County Attorney said approval by the State Sedimentation Control Commission <br />would set the effective date. <br />Commissioner Gustaveson said he would like to have three things at the second <br />reading: 1) a short, official resolution prepared to expedite through the state, <br />2) effective date when state gives final approval, 3) copies of final, revised <br />farm far distribution to developers and commissioners and other people. <br />Commissioner Willhoit asked if we had any information regarding who enforces <br />sedimentation control ordinance for public schools and whether they had been <br />contacted concerning Phillips School. The Erosion Control Officer said the state <br />was aware of the situation and had put the contractor under deadline to bring the <br />site into compliance. <br />Commissioner Willhoit said he would like to get better communication from the <br />state such as copies of reports and deadlines. The Erosion Control Officer said <br />a letter went out when official enforcement action was taken. Commissioner Willhoit <br />requested Mr. Freeman write a.letter asking the state to send a copy of any activity <br />to the County Manager. <br />Commissioner Gustaveson asked if DOT had been following the plan for road <br />construction activity. He asked Mr. Freeman to inform the Board if DOT did not <br />follow the plan. <br />Agenda Item 16: Human Services Plannin Committee Re uest to <br />ut orize Count Attorne to Draw u a <br />Resolution Defining Purpose and Func_t_i_ons <br />~of Human Services Advisory Council <br />Commissioner Gustaveson said he would like to get authorization from the Board <br />to present data to the County Attorney to draw up a resolution defining the purpose .. <br />and functions of the Human Services Advisory Council. He suggested the County <br />Attorney contact Mr: Keith Aldridge, Ms. Bev Kowalec, Mr. Joseph Bradshaw and him <br />to provide assistance. <br />Agenda Item 7: Count Attorne will Review Draft Resolution <br />Creatin Count Advisor Commission on Health <br />and Medical Care <br />The County Attorney presented a working draft which incorporates what was <br />said at the last meeting and includes reports from task forces as to council's <br />duties and includes the substance of last week's agenda. He said he did not set <br />terms for people on council. <br />Commissioner Gustaveson suggested appointing nine members to three year <br />staggered terms -three members for one year, three members far two years and <br />three members for three years. <br />Commissioner Willhoit said there needed to b~ a budget that the members would <br />be aware of. He said the Board needed to decide how to get started and what a <br />reasonable amount would be. He asked how much Planning Board members were <br />paid in travel expenses. The Finance Director answered about $1,000 per year.. <br />The County Attorney suggested this become part of the bylaws. <br />Commissioner Whitted said there needs to be a recommended budget for the <br />appointed council. <br />Commissioner Willhoit moved adoption of a resolution establishing Orange <br />County Health and Medical Care Advisory Council as submitted and modified. <br />Commissioner Gustaveson seconded the motion.
