761 <br />MINUTES <br />ORANGE COUNTY BOARO OF COMMISSIONERS <br />NOVEMBER 6, 1978 <br />The Board of County Commissioners met in regular session on Monday, <br />November 5, 1978, at 10:00 a.m., in the Commissioners' Room of the Courthouse in <br />Hillsborough, North Carolina. <br />Members present: Commissioners Richard Whitted, Norman Gustaveson, Donald <br />Willhoit, Jan Pinney and Norman Walker. <br />Chairman Whitted opened the meeting by asking if any member of the Board wished <br />to add additional items to the agenda. <br />The following items were added to the agenda: <br />Agenda Item 15: Chapel Hi11 Housing Authority <br />Agenda Item 6C: Appointments to Carrboro Planning Board <br />Agenda Item 16: Human Services Planning Committee Request _ <br />to Authorize County Attorney to Draw up a <br />Resolution Defining Purpose and Functions <br />of Human Services Advisory Council <br />Agenda Item 2: Minutes of October 17, 1978 <br />The Clerk was asked to correct the minutes and resubmit them for approval at <br />the next meeting. <br />Agenda Item 3: Orange County Guide to Family Resources <br />Ms. April Hart, from the Orange County Women's Commission, presented the <br />Commissioners with the "Orange County Guide to Family Resources". She said the <br />Guide was sponsored by the Orange County Mental Health Association and the Orange <br />County Women's Commission. The purpose is to facilitate accessibility of resources <br />to family, individuals and human service workers and to help and encourage <br />citizens find and use resources. She gave special thanks to the Mental Health <br />Association and Women's Commission far their help in completing the project. She <br />said the Village Advocate printed and would distribute the Guide to the homes it <br />reached. Other Guides will be sent to northern Orange County via mail. The Guide <br />will also be available at 125 county agencies. <br />Agenda Item 4: Orange County Day Care Co_alition_Requests <br />Commissioners to Endorse their Efforts to <br />U hold Da Care Standards in North Carolina <br />A representative of the pay Care Action Group asked the Board to endorse the <br />following proposals which would compromise the state's proposed standards: <br />1) Child care ratios for certified centers should be lowered as follows: <br />Dne adult per five children between the ages of 6 weeks to 2 years; one adult per <br />seven children age 3; one adult per nine children age 4; one adult per 10 children <br />age 5 and one adult to 12 children age 6. <br />2) All staff-child ratios should be based on enrollment rather than average <br />attendance. <br />3) Spate requirement for certified centers should be 30 square feet per <br />Child indoors and 75 square feet per child outdoors. <br />4) Support only two standards of day care rather than three. <br />5) State should reimburse at same rate for county supported agencies as <br />other agencies. <br />6) State should appropriate more funds for quality day care. <br />
