11 <br />In the second phase of the study, the Work Group members envision a report from the consultant with potential <br />next steps to be considered that may include recommendations for a formal contract with the Historical <br />Foundation of Hillsborough and Orange County to provide Heritage Center services, potential funding options, and <br />possible staffing and service plans. The Work Group members believe it is very important to have swell-thought- <br />out, tactical plan for investing both public and private funding in an Orange County Heritage Center. <br />8 <br />
