II 743 <br /> Section V. The COUNCIL shall consist of nine voting members <br /> appointed by the Orange County Board of Commissioners for terms <br /> as follows: <br /> In case of a vacancy occuring during a term, the vacancy shall <br /> be filled by the Board of Commissioners foz the unexpired portion <br /> of the term. All members shall serve at the pleasure of the <br /> Board of Commissioners. In making appointments to the COUNCIL <br /> the Board of Commissioners shall, be guided by the following <br /> criterion. Persons appointed should be: <br /> A. Nat employed, directly or indirectly, by any <br /> component of the health and medical care system; <br /> B. Selected so as to balance representation by <br /> residence and socao-economic characteristics; <br /> C. [rJilling to exert the necessary effort to deal <br /> effectively with the complexity and technicality of the medical <br /> care system. <br /> Section VI. Recognizing that the COUNCIL wall deal with problems <br /> requiring special medical and administration expertice, the <br /> Board of Commissioners wall appoint consultants to the COUr7CIL <br /> upon request by the COUNCIL. Such a request or requests should <br /> be accompanied by a recommendation from the COUNCIL as to persons <br /> qualified to serve as consultants.
