3 <br />For participation in the pilot study, the County received $500 per half day of clinic use, <br />and $500 for the department's dental staff time and supplies, for a total of $1,500. The <br />department plans to use the funds to install a used panorex x-ray machine donated by a <br />local dentist. This budget amendment provides for the receipt of these funds. (See <br />Attachment 1, Column 4) <br />Sheriff Department <br />6. During FY 2008-09, the Sheriffs Department had two patrol cars that were totaled in <br />separate accidents. An appropriation is requested to allow for the purchase of two new <br />Sheriff's patrol cars. Insurance proceeds received during FY 2008-09 for both vehicles <br />totaled $22,043. Cost of replacing the vehicles, complete with equipment installation and <br />installation of the striping package is estimated at $50,000. Sheriff vehicle replacement <br />has been minimal or unfunded for the past two years and vehicles for new patrol staff <br />coming out of Basic Law Enforcement Training will be unavailable if these vehicles are <br />not purchased. This budget amendment appropriates fund balance from the General <br />Fund of $50,000 generated from the insurance proceeds received during FY 2008-09, as <br />well as carry forward FY 2008-09 funds of $27,957 within the Central Services <br />department budget that reverted to the County's fund balance. In order to carry funds <br />forward and authorize their expenditure in fiscal year 2009-10, it is necessary for the <br />Board to approve the attached amendment. (See Attachment 1, Column 5) <br />7. The Sheriffs Department has received notification of a Community Oriented Policing <br />Services (COPS) 2009 Technology Grant for $190,000 from the U.S. Department of <br />Justice. This grant provides for the purchase of in-car video systems for patrol vehicles. <br />This budget amendment provides for the receipt of these grant funds for the above stated <br />purpose. (See Attachment 1, Column 6 and Attachment 3, COPS 2009 Technology <br />Program Grant Project Ordinance) <br />8. The Sheriff's Department has also received notification of additional funds of $38,746 <br />related to the FY 2009 Recovery Act Justice Assistance Grant (JAG) Program from the <br />U.S. Department of Justice as authorized by the American Recovery and Reinvestment <br />Act of 2009. This additional grant award, similar to the one approved by the Board of <br />County Commissioners at their August 18, 2009 meeting, is a joint venture between <br />Orange County, and the Towns of Chapel Hill and Carrboro. For reporting purposes to <br />the grantor, Orange County will serve as the fiscal agent, and the towns will provide the <br />Sheriffs Department with copies of all invoices for their portion of the grant. Orange <br />County plans to use its portion ($7,749) for the purchase and installation of an In-Car <br />video system and radar unit in a patrol vehicle. This budget amendment provides for the <br />receipt of these grant funds for the above stated purpose. (Attachment 1, Column 7 and <br />Attachment 4, 2009 Recovery Act JAG Program Grant Project Ordinance) <br />Department of Social Services <br />9. The Department of Social Services has received notification of additional Adoption <br />Enhancement Funds donations totaling $5,176 to offset costs for the on-going needs of <br />foster care children. These funds are located in a separate fund outside the General <br />Fund. This budget amendment provides for the receipt of these grant funds for the above <br />stated purpose. <br />
