Attachment 1
is
Employees who wish to quit using tobacco will be strongly encouraged to call the NC QuitLine
and contact the Employee Wellness Coordinator to obtain a Quit Kit. Quit Kits will include aself-
guided tobacco cessation booklet, various incentives, more information on the County Health
Plan benefits, including Cigna's discount programs and the low cost of over the counter tobacco
cessation products.
In addition to this tobacco-user focused effort, all employees will be re-educated on the current
Orange County Tobacco Free Zone policy in which no tobacco use is permitted within a 50 foot
radius of all Health and Human Services buildings. Amulti-phased marketing campaign using
paystub stuffers, email distribution lists, etc. will be used to remind employees of the policy
repeatedly throughout the year and stress the need for enforcement among employees and
clients.
Flu
Given the upcoming Flu season and the current publicity around H1N1 virus, employees will be
educated on prevention strategies and control measures. They will .also be encouraged to
obtain their seasonal flu shots, beginning with a wellness fair on October 23.
Walking Days/10,000 Steps Program
Walking Days will be hosted in various locations throughout the county, twice a year. Walks will
be lead by Wellness Committee members during lunch time and will provide employees an
opportunity `to step out and step up for better health." Walkers will be encouraged to take the
first steps to improve their health, boost their energy levels and mood, learn about the benefits
of walking and ways in which they can incorporate a daily walk into their routine. Incentives for
participation will be provided and will highlight safety while walking.
Employees will also be encouraged to participate in the 10,000 Steps Program and be offered
incentives for participation.
Health Risk Assessment: Phase I and II
Beginning in January, the health coverage plan offered to Orange County employees and
retirees will be slightly altered. The County will continue to pay 100% of health coverage for
employees who complete a confidential Health Risk Assessment (HRA). However, if an
employee chooses not to complete the HRA by March 2010, a $10 monthly premium ($5/semi-
monthly) will be charged beginning in April. Therefore, the Wellness Committee in conjunction
with Human Resources has developed a plan with the goal being 100% of Orange County
employees and retirees will complete the HRA by early Spring 2010. There will be two Phases
to urge employees and retirees to complete the HRAs-one in the winter and one in the spring.
A three stage incentive plan has been proposed. Employees and retirees will receive smaller
incentives immediately after completing the HRA and then will be entered into a raffle contest
for a grand prize drawing (TV, Nintendo Wii and WiiFit package) to be held at the end of each
Phase. The long term objective will be to increase the number of employees completing the
HRA. A comprehensive, multi-channel marketing campaign will be conducted in order to
educate employees and retirees on the upcoming changes to the benefits package, encourage
HRA completion, and promote the incentive program/grand prize contest.
NCACC Risk Management: 215 N.
