entire study is too great an expense at this time, then he would suggest that any expenditure is
also too large to attempt at this time. A major point in his opposition to the proposal is that this
is a time when Orange County finds itself unable to keep a waste collection site in the southern
part of the County open, institutes a hiring freeze, and cuts Library Services and other services,
and he cannot understand how this expenditure can be justified. He respectfully requested that
the funds for this study be redirected to Solid Waste in order to keep the convenience center
open and any additional funds be directed to Library Services or other services that directly
affect the taxpayers. He asked that the bids be rejected as per Section B of the RFP.

Commissioner Nelson arrived at 7:16 PM .

Nancy Burger said that she is seeking some justice. She has lost a dog that was stolen
from a residence. She is having a hard time dealing with the Sheriff's Department in retrieving
this dog. She said that she has everything necessary to retrieve the dog and she is at her wits
end.
John Roberts said that he has talked to Ms. Burger in his office and he told her that he
would address this with the Sheriff.
Nancy Burger said that when she talked with John Roberts, he assured her that he
could not do anything since he was representing the Sherriff and that, if everything that she
said was true, that she could sue the Sheriff. She said that she has no desire to sue the
Sheriff. She just wants her dog back.
Chair Foushee asked Ms. Burger to give her information to the Clerk and then John
Roberts will call her in a couple of days.

b.
