38 <br />other facilities adjacent to, surrounding, and in generally the same area as <br />the requested location of such wireless support structures, which shall <br />mean building the least visually and physically intrusive facility that is not <br />technologically or commercially impracticable under the facts and <br />circumstances. Stealth technology includes such technology as <br />Distributed Antenna System (DAS) or its functional equivalent or <br />camouflage where the structure is disguised to make it less visually <br />obtrusive and not recognized to the average person as a wireless support <br />structure. <br />Telecommunication Equipment — Equipment, which is located either upon <br />a telecommunication tower or a structure and includes some form of <br />antenna for the purpose of transmitting and receiving wireless services. <br />Wireless Facility Stealth — A wireless support structure designed using <br />stealth technology such that its primary purpose is, or visually appears to <br />be, something other than the support of telecommunications equipment, <br />the apparent purpose of the wireless support structure is customarily <br />considered as accessory to a use that is allowed in the zoning district, and <br />the structure and its primary use comply with the Orange County Zoning <br />Ordinance. <br />Utility pole — A structure that is designed for and used to carry lines, <br />cables, or wires for telephone, cable television, or electricity, or to provide <br />lighting. <br />Unforeseen Events — Condemnations of existing telecommunications <br />wireless support structures for road projects, casualty of existing <br />telecommunications wireless support structures, blocking of signals from <br />new construction necessitating a relocation of a telecommunication <br />wireless support structure, or the need to replace an existing <br />telecommunication wireless support structure for capacity issues, or for <br />other reasons deemed necessary by the County Planning Director or <br />his /her designee. <br />Whip Antenna — A cylindrical antenna that transmits and /or receives <br />signals in three hundred sixty (360) degrees. <br />Wireless facility — The set of equipment and network components, <br />exclusive of the underlying support structure or tower, including antennas, <br />transmitters, receivers base stations, power supplies, cabling, and <br />associated equipment necessary to provide wireless data and <br />telecommunications services to a discrete geographic area. This may <br />also be referred to as a Personal Wireless Facility. <br />Wireless support structure — A new or existing structure, such as a <br />monopole, lattice, or guyed tower that is designed to support or capable or <br />supporting wireless facilities. A utility pole is not a wireless support <br />structure. <br />
