15 <br />9) Certification that the proposed antenna(s) will not cause <br />interference with other telecommunications devices; <br />10)A written affidavit stating why "the proposed site is necessary for <br />their communications service" (e.g., for coverage, capacity, <br />hole - filling, etc.) and a statement that there are no existing <br />alternative sites within the provided search ring and there are no <br />alternative technologies available which could provide the <br />proposed telecommunications service need without the tower. <br />Certain of the above listed items may be required to be provided <br />on a propagation study data form to be provided by the County. <br />No tower shall be permitted to exceed its designed loading <br />capacity. For all wireless support structures attached to existing <br />structures, the statement shall include certification that the <br />structure can support the load superimposed from the wireless <br />support structure. All wireless support structures shall have the <br />capacity to permit multiple users; at a minimum monopole <br />wireless support structures shall be structurally designed to <br />accommodate four (4) users and self - support/lattice or guyed <br />wireless support structures shall, at a minimum accommodate <br />three (3) users. <br />e) Standards of evaluation. <br />1) A proposed tower shall not be permitted if it is not substantially <br />Necessary for the telecommunications service need identified <br />pursuant to Subsection d. (10) of this Section. <br />2) Tower height shall be measured from the base of the tower to <br />the highest point of the proposed antenna(s), with lightening <br />rod, to be located atop the tower structure. <br />3) Telecommunications towers shall conform with all of the <br />requirements of Sections 8.8.17a.1 a (a -g) and 8.8.17a.2 of the <br />Zoning Ordinance. <br />4) All towers shall be engineered to allow for collocations. No co- <br />locator shall be refused access for collocation by charging <br />exorbitant lease fees. Public safety provider collocations shall <br />take priority over other collocators. <br />5) A telecommunications consultant shall provide Planning Staff <br />assistance on exorbitant rate leases. <br />6) All wireless support structures shall satisfy all applicable public <br />safety, land use, or- zoning issues required in this Ordinance, <br />including aesthetics, landscaping, land -use based location <br />priorities, structural design, setbacks, and fall zones. <br />
