woven into a site plan that will be subject to the final site plan approval. Each of these <br />development patterns represents a specific use type or character, and they all fulfill a distinct <br />purpose. He pointed out each pattern -Main Street, Commons, Anchor, and Independent <br />Retail Establishments. <br />Bear in mind that all final site plans would be subject to the review and approval of the <br />Planning Director and staff to ensure that the all standards are met. <br />The Buckhorn development proposes to utilize lighting that is in keeping with the <br />standards established in the EDD Design Manual. These include shielding as well as minimum <br />light levels necessary to protect the adjacent properties. We're also committed to working with <br />tenants in reducing lighting levels during non-business hours and utilizing more efficient, more <br />uniform light design patterns. <br />The standards for signage at Buckhorn describe the intent of those established in the <br />EDD Design Manual, while also balancing the needs of retailers, recognizing that the EDD <br />focuses on some retail, but also manufacturing and light industrial. This is more geared towards <br />what the demands and needs are for major retailers. Our alternate design solution identifies <br />five different signage types that are specific to situations, keeping in mind the scale of the <br />surrounding roadways. The comprehensive signage plan displayed on the wall shows 2 <br />locations for primary project identification. Two locations are shown, and one is an alternate. It <br />also shows locations for entry portals as well as direction signage within the project. <br />Mr. Hutchins called Tyson Graves to speak about transportation. <br />Tyson Graves: I have been sworn in. I'm a registered professional engineer in the state of <br />North Carolina, and have been doing traffic engineering for 18 years. I work with Arcadis. <br />Basically, the traffic impact study was to be done at certain standards, and that means <br />that we need to achieve a level of service C for the development in order to keep the traffic <br />flowing. In order to do that, a widening would need to be done on the bridge at Buckhorn Road <br />over I-85. There would need to be an auxiliary lane added from the weigh stations east of the <br />interchange all the way to Buckhorn Road's on-ramp, just as it is now on the other side of I-85. <br />There would be three entrances to the development just south of the interchange. The first one <br />is a right in/right out, the second is the main entrance, which would be full access, and the third <br />one is a right out/left out. At West Ten Road, there would be another main entrance.
