Be in Harmony with the Area in which it is Located and in Compliance w/ <br />Comprehensive Plan <br />-- Special Uses 8.2.1 <br />::'Buckhorn Village PD-ED, being located in the Buckhorn / I-85 EDD and being Developed by <br />the Proposed Guidelines will: <br />1. Provide a Safe, Sustainable Development that also Encourages Pedestrian Movement <br />contributing to the Health of the General Public as well as Allow for a Government <br />Services Site to Aid in Safety Needs <br />2. Maintain or Enhance Adjacent Property Values through the Quality of the Overall <br />Development and the Nature of Tenants Recruited <br />3. Comply w/ the Comprehensive Plan and All other Plans or Future Visions of Orange Co. <br />for this Area. Will also set the Tone and Standard for Future Development that will Spur <br />from BV-PD-ED. <br />SPECIFIC SPECIAL USE REQUIREMENTS <br />.Before Issuance of Special Use Permit, Specific Standards to Be Addressed Are the Method <br />and Adequacy of <br />1. Provision of Water, Waste Water, and Solid Waste <br />2. Police, Fire, and Rescue Squad Protection <br />3. Vehicular Access to the Site and Traffic Conditions Around the Site <br />4. Other Use Specific Standards are set forth in Section 8.8 <br />-- Special Uses 8.2.4 a-d <br />Geof Gledhill asked if Tracy Parrott confirmed that he was sworn. Mr. Parrott confirmed that he <br />had been sworn in. <br />-The Buckhorn Village PD-ED, has proposed and as shown on the following slides <br />1. A Phased Utility Plan to Water and Waste Water Services through the Town of Mebane. <br />Solid Waste will be handled through Orange County and the Solid Waste Ordinance. <br />2. Fire or Rescue Station SITE may be located w/ in the Development and Police /Sheriff <br />Patrols to be Coordinated Through the Town of Mebane and Orange County. <br />3. A Phased Traffic Improvement Plan to follow Recommendations of a Final DOT <br />Approved Traffic Impact Analysis by Arcadis. <br />4. Other standards in Section 8.8.23 -Planned Developments defers to the Requirements <br />of Article 7 -Planned Developments. <br />Mr. Hutchins introduced Bob Miller, who continued with the presentation. <br />Bob Miller: I have been sworn. I'm a licensed professional engineer in the State of North <br />Carolina and have been an environmental consultant for 23 years, 19 of those years here in <br />North Carolina. I have performed an environmental site assessment on the land in question. <br />The site assessment was performed in accordance with the ASTM Standard E 1527-05, which <br />is the accepted industry standard for performing environmental assessments. <br />
