6. Governed by Proposed Architectural Review Board and Design Elements to Ensure ALL <br />Development will be Consistent and Unified <br />JUSTIFICATION FOR REZONING <br />Development Plans to be Considered for Approval When Plans Do Not: <br />1. Meet Criteria for Site Plan Approval listed in Article 14.3 <br />2. Address Agency Comments Solicited during the Site Plan Review Process; and/or <br />3. Adhere to the Design Standards applicable within EDD's as set forth in Article 6.29 of <br />the ordinance. <br />i And which Propose a "Design Solution" equal to or better than the Design Manual. <br />-- 7.21 PD-ED <br />:'Due to `Master Plan' Concept and Nature of Project, Development Plans Can Not: <br />1. Provide Specificity & Detail required in Article 14.3 <br />2. Address Agency Comments because Comments are Limited Until further Detail is <br />provided, Which will come as the Planned Development transitions into Site Plans & Site <br />Development. <br />3. Adhere to ALL Design standards in the EDD Manual <br />:'And have Proposed /Provided 14 "Design Solutions" from the Existing 90 and currently noted <br />as "Waivers/ Value Substitutes" to Allow for an More Efficient & Higher Quality End Product <br />Within a PD no use shall be permitted except pursuant to a Special Use Permit <br />authorized by the County Commissioners which shall specify the use or uses <br />authorized....." <br />- Orange Co. I've worked a number of <br />years with the North Carolina Department of Transportation. I am hear to speak about the <br />special use permit process. As indicated earlier by Mr. Benedict, there are two actions required <br />here, and I'm speaking to the special use permit process.
