700 <br />Conunissioner Norman Walker moved the following: Orange County Board <br />of Commissioners, having passed on duly 3, 1978 a resolution stating its <br />intent to close permanently a portion of a certain 60 foot street running <br />parallel and north of Orange High School Road and perpendicular to Gwen <br />Road and Cates Street, said portion lying between Gwen Road and Cates <br />Street; <br />And this Board having held a public hearing to hear all interested <br />parties in the matter; --• <br />And it appearing from the evidence presented at said hearing that <br />permanently closing said street would not be contrary to the public <br />interest and that no individual owning property in the vicinity of the <br />street or in the subdivision in which it is located would thereby be <br />deprived of reasonable means of ingress and egress to his property; <br />And it further appearing that all notice requirements have been <br />met and that said street is not a part of the State maintained roadway <br />system. <br />BE IT RESOLVED that the Orange County Board of Commissioners, <br />pursuant to General Statutes 5S153A-241 and 160A-299 does hereby <br />order the following street closed: <br />A portion of a certain 50 foot street running <br />parallel and north of Orange High School Road and perpen- <br />dicular to Gwen Road and Cates Street, said portion lying <br />between Gwen Road and Cates Street. <br />Commissioner J'an Pinney offered a second to Com'nissioner Norman <br />Walker's motion. <br />Commissioner Donald [aillhoit again pointed out this closing would <br />create some landlocked lots. <br />The County Attorney pointed out the Board of County Commissioners <br />could order this closing or not as it deemed best. There was no•in <br />between ground such as, the redrawing of the subdivision plats that <br />the Board of County Commissioners could require. <br />Chairman Richard Whitted called for a vote of Mr. Norman Walker's <br />motion. Vote: ayes, 3; noes 0. • <br />Agenda Item 3: Commissioner Norman Walker asked if credits for <br />incorrect hourly billings have been made. Mr. Gledhill responded he <br />had no direct personal knowledge of the credits; however, he had been <br />informed these credits had been applied to the company's last billing. <br />Commissioner Pinney requested this item be deferred until the September <br />meeting. The Chairman directed this be done. <br />Agenda Item 4: The County Attorney discussed current statutes <br />allowing the county to require licensing and registration on door to <br />door solicitations. <br />After some discussion, the attorney was directed to prepare an <br />ordinance requiring registration of persons and organizations involved <br />in door-to-door solicitations for Board consideration. <br />Agenda Item 5: Commissioner Pinney moved Dx. J. Logan Irvin be <br />named to the Orange County Planning Board to fill the unexpired term o~ <br />Ms. Marilyn Riddle. Commissioner Willhoit offered a second to Commissio r <br />Pinney's motion. Vote: ayes, 4; noes 0. <br />Agenda Item 6: Commissioner Norman Walker moved the recommendations <br />of tiie State Department of Transportation, that Stoneybrook Rpad and <br />Wolf's Trail, Wolf's Court and Boulder Bluff Trail each be added to the <br />State Highway System be accepted. Commissioner Pinney offered a second. <br />Vote: ayes, 4; noes 0. <br />
