699 <br />MINUT~s <br />ORANGE COUNTY BOARD OF CpM_MISSIONERS <br />AUGUST 15, 1978 <br />The Board of Commissioners of Orange County met at 7:30 p.m. on <br />Tuesday, August 1S, 197$ in the Commissioners Room of the Courthouse <br />in Hillsborough. Commissioner Norman Gustaveson was absent. <br />The Clerk submitted minutes of the Board's August 7 meeting. These <br />minutes were approved after correction. <br />Five items were added to the agenda previously prepared fox this <br />meeting: <br />Item $: The Manage r. will report results of a bid opending for <br />a new boiler at Northside School. <br />Item 9: A public hearing concerning the closing of Leonard <br />Road. <br />Item 10: Approval of a map and description of the East Alamance <br />Fire District. <br />Ttem 11: A budget amendment to implement the leasing of space <br />in Carr Mi11 Mall for the Health bepartment. <br />Item 12: Discussion of possible use of the Old Cedar Grove School <br />by the Orange County Baard of Education. <br />Agenda Item 9: The Chairman called to order a public hearing to <br />consider the closing of Leonard Road. <br />Mr. A. W. Turner, representing the petitioners, stated he had pub- <br />lished all legally required notices, filed a letter. from State Department <br />of Transportation indicating the road in question is not a part of the <br />State Highway System and notified in writing all persons owning property <br />along the proposed closing of the petitioners request to the Soard of <br />County Commissioners and of this hearing. His clients were now requesting <br />the Hoard of County Commissioners to order the closing of this road. <br />Chairman Richard Whitted asked for anyone opposing the closing of <br />this road, or anyone having questions about this proceeding to come <br />forward and speak. <br />Mr. Tommy Leonard asked specifically if this proceeding proposed <br />the closing of Leonard Road, north of Gwen Road. Mr. Turner responded <br />that the petitioners were not requesting the closing of Leonard Road <br />$arth of Gwen Road. <br />No other person spoke opposing the closing of Leonard Road. <br />Chairman Richard Whitted called for those persons supporting the <br />closing of this road to speak. <br />Mr. David Ballard, a property owner in the area, spoke supporting <br />the closing of this road. <br />Mr. A. W. Turner spoke supporting the closing of this road pointing <br />out the petitioners request was to close Leonard Raad only between <br />Gwen Road and Cates Street. This road is not now, nor has it ever been <br />opened or constructed. No property owners would be deprived of access <br />to a public way. <br />Commissioner Donald Willhoit raised the question, "If lot No. 54 <br />and No. 55 were sold, how would they be accessed?" No one provided an <br />answer to Mr. Willhoit's question. <br />Chairman Richard Whitted declared the hearing concluded when no <br />other persons came forward to speak. <br />
