7 <br />will be divided among residential and non-residential uses should be made. <br />Ample capacity should be reserved for non-residential uses. <br />c) There should be an objective to encourage existing development to tie-in to <br />the water and sewer systems when they aze available in the area and a <br />requirement that new development in an area served by the water and/or sewer <br />systems utilize the system(s). <br />d) A policy regarding the self-sufficiency of the water and sewer systems should <br />be adopted. The systems should operate in such a way that revenues cover the <br />costs of operating and maintaining the systems. <br />4. Extending water and sewer infrastructure throughout the planning azea is desirable if <br />other recommendations in this plan aze also adopted. Specifically, recommendations <br />regazding site design, overall density, and design guidelines would need to be considered <br />in any expansion plans. <br />a) Although a portion of the azea is outside of the Small Area Plan planning <br />boundary, consideration should be given to extend sewer infrastructure to the <br />Mt. Willing/Interstate 40-85 interchange north of the Interstate. Additionally, <br />permitting limited non-residential growth on the south side of the Interstate <br />west of Mt. Willing Road in the vicinity of West Ten Road should be studied <br />given the proximity of the azea to Gravelly Hill Middle School and West Ten <br />Soccer Park. <br />B. Land Use <br />Objective: Preservation of community character while allowing for planned, sustainable <br />residential and non-residential growth. <br />Note: Implementation of most of the Land Use recommendations that follow will require <br />amendments to existing development regulations such as the Land Use Element Text and Map, <br />Zoning Ordinance Text, and Zoning Map. Additionally, Impervious Surface Limit regulations <br />(contained in the Zoning Ordinance) will need to be studied and modified to implement the <br />recommendations pertaining to density increases. <br />How land is used is a major factor in many aspects of people's lives. Land Use directly affects <br />people's quality of life in a variety of ways. Community chazacter, traffic generation and flow, <br />availability of services, and the quality of the natural environment are all affected by Land Use <br />decisions. Indeed, one of local government's principal powers is the authority to control land <br />development so that growth is managed in such a way that negative impacts aze minimized <br />and/or mitigated. <br />As mentioned in "A" above, the Task Force is generally supportive of planned growth, provided <br />that growth occurs in a managed and sustainable fashion. The Task Force is also generally <br />supportive of the conversion of residential structures on Highway 70 into low impact office and <br />commercial uses.
