Zoning Atlas. Staff is currently evaluating whether revisions to the text of the Land Use Element <br />and/or Zoning Ordinance will also be necessary. Property owners will be notified of the <br />proposed map changes as required by Article 20 of the Zoning Ordinance. Additionally, staff will <br />hold a public information session on the proposal the week before the public hearing to inform <br />property owners regarding the effect of the proposed changes for their individual property. The <br />public information session notice would be mailed along with the required public hearing notice <br />to minimize postage and other resource costs. <br />Planning Board Comments <br />Staff presented the upcoming Planning Department work plan to the Planning Board at its <br />October 7, 2009 regular meeting. The Planning Board commented that it would like to have <br />early input into whether a future reservoir will be sited on Seven Mile Creek. Some Planning <br />Board members expressed concern that not providing a future reservoir on Seven Mile Creek <br />would negatively impact future water resources and potential growth. <br />FINANCIAL IMPACT: Work required to achieve the amendments to the Water and Sewer <br />Management, Planning, and Boundary Agreement and the revisions to the Upper Eno Critical <br />Area boundary can be completed by existing staff. Required newspaper legal advertisements <br />and mailed notification to property owners regarding changes to the Land Use Element Map and <br />Zoning Atlas will be covered by the approved FY2009-10 Planning Department budget. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1) Authorize staff to begin the process of amending the Water and Sewer Management, <br />Planning, and Boundary Agreement, as outlined above; and <br />2) Discuss proposed changes to the "Critical Area" of the Upper Eno watershed. <br />
