T <br />Orange County <br />Housing and Community Development <br />Date: October 9, 2009 <br />To: Orange County Board of Commissioners <br />From: Affordable Housing Advisory Board <br />Subject: Manufactured Housing Survey <br />cc: Frank W, Clifton, Jr., County Manager <br />In January 2009, the Advisory Board contracted with the Community Reinvestment <br />Association of North Carolina (CRA — NC) to conduct a survey of mobile home parks in <br />the County by completing an on -site assessment. The subsequent Assessment Report <br />would detail the features and amenities of parks and provide photographs of each park. <br />This is the list of descriptors that the Report will inventory: <br />• Homes <br />• Number of homes, by singlewide and doublewide <br />• Subjective assessment of exterior conditions <br />• How many appear to be vacant. <br />• Vacant sites <br />• Abandoned? <br />• Well -kept? <br />• How many homes are vacant? <br />• Appearance and Environment <br />• Trees — do any need pruning? <br />• Condition of yards <br />• Presence of dogs <br />• Presence of exterior lighting <br />Are any in danger of falling on a home? <br />• Design Functions <br />• Do the homes run parallel to park roads, perpendicular, or at an angle? <br />• Is there adequate parking <br />• Landscaping <br />• Roads <br />• Type of surface (asphalt, gravel, dirt) <br />• Condition (potholes, new) <br />• Turnaround capacity for emergency vehicles, school buses <br />• Amenities <br />• Secure mail boxes <br />• Sidewalks <br />• Common areas <br />• Playground facilities <br />• Potential open land for garden or playground? <br />
