~- a <br />AITNUTES <br />ORANGE COUNTY $OARD OF COMf12SSIONERS <br />AUGUST 7, 1978 <br />The Board of Commissioners of Orange County met at 10:00 a.m., <br />on Monday, August 7, 1978, in the Commissioners Room of the Courthouse <br />in Hillsborough. All members were present. <br />Commissioner Jan Pinney moved the County Manager be designated <br />Acting Clerk pending naming of a neta Clerk to the Board. This motion, <br />seconded by Commissioner Gustaveson, passed, the vote being ayes 4 and <br />noes 0. <br />Five items were added to the agenda previously prepared far this <br />meeting: <br />Item 17: A report on efforts to lease space in Car Mill Mall as <br />offices for the FIealth Department. <br />Item 1$: The Manager recommends position number 064023 be re- <br />classified from Sanitarian Technician to Sanitarian x. <br />Item 19: Cammissioner.Pinney will resign from the State Title XX <br />Planning Committee, His replacement should be named. <br />Item 20: The Managez will report actions taken towards repair of <br />furnace at the Northside Multi-Purpose Center. <br />Item 21: The Board of Commissioners should fix a date to meet <br />and name a member of the County A.B.C. Board. <br />Minutes of the July 24th meeting, submitted by the Clerk for con- <br />sideration, were reviewed with two corrections being made. Commissioner <br />Norman Gustaveson moved approval of the corrected minutes and Commissioner <br />Donald willhait offered a second. vote: ayes 5 and noes 0. <br />P,genda Item 3: 'The Manager recommends the Social Services Director <br />be empowered to sign certain vendor purchase agreements relating to <br />Title XX contracts. Commissioner Willhoit requested someone from <br />Social Services appear and report in greater detail what this request <br />involves. Fick Poole from Social Services responded to Commissioner <br />Willhoit's inquiry. He stated agreements existed with about thirteen <br />(13) day care centers that were executed annually, about twelve or <br />fifteen individual chilci care arrangements (ICCA) 'and about eighteen <br />transportation agreements designed to implement services provided for <br />these persons. Also, there are some 3,000 to 4,000 forms (numbers <br />1324 and 1360) that must be executed by a properly designated official. <br />After Mr. Poole completed his review, Commissioner Jan Finney moved <br />that the Orange County Social Services Director be designated to sign <br />as "authorized representative" all vendor purchase agreements, vendor <br />purchase contracts, and all certifications of clients eligible for any <br />Title XX service delivered by that agency, eligible vendors and/or <br />State initiated or county contracted Title XX services. County Com- <br />missioners retain authority to sign off on county three party contracts <br />for Title XX services. Commissioner Norman Gustaveson offered a second. <br />Vote: ayes 5 and noes 0. <br />Agenda Item 4: Commissioner Norman Gustaveson moved Chairman Whitted <br />be named the County's voting delegate to the State Association of County <br />Commissioners annual meeting August 25 - 27. Commissioner Don Willhoit <br />offered a second. Vote: ayes 5 and noes 0. <br />Agenda Ttem 5: Commissioner Donald Willhoit moved the Board of <br />Commissioners authorize a refund of $11.48 for interest paid improperly <br />by Birchwood Lake Estates, Inc. Commissioner Jan Pinney seconded this <br />motion with vote being ayes 5 and noes D. <br />Agenda Item 6: Commissioner Jan Pinney moved the r_ounty accept a <br />grant of $4,818 offered by the North Carolina Humanities Council to the <br />County and its Council for women. This motion, seconded by Commissioner <br />Norman Gustaveson, was passed, the vote being ayes 5 and noes 0. <br />
