Frank Clifton said that if the Board believes this to be a viable option in the short term, <br /> then Gayle Wilson can ask private haulers to see if they can reach an agreement to take <br /> waste out of the County, but this takes revenue out of the revenue stream. <br /> VOTE: Ayes, 2; Nays, 5 (Ayes, Commissioner Nelson and Chair Foushee) <br /> Commissioner Jacobs made reference to the issue of transparency and said that the <br /> end does not justify the means. He is willing to look at all options and to set a date to vote, <br /> such as 60 days. He said that it is reasonable to look at these options if they are viable. <br /> Commissioner Yuhasz said that sometimes a good process takes you to a bad result <br /> and then you abandon the process. He said that he does not favor the NC 54 site but does <br /> not want to remove this as an option. He would like to wait until hearing from Chapel Hill about <br /> the town property before removing it. <br /> Commissioner Gordon suggested doing this as a motion and then putting a limit on the <br /> response time. She suggested picking a time in November for asking Chapel Hill to respond to <br /> the County about this site. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Yuhasz <br /> to ask staff to investigate all four options and come back with information at the December 7th <br /> meeting. <br /> Frank Clifton asked if this includes the option for Durham and it was answered yes. <br /> Commissioner Jacobs asked that staff look at cost options for all of the concerned <br /> parties. <br /> Frank Clifton said that staff would notify all of the Towns and the City of Durham about <br /> this date, proceed with additional analysis of the County site, and begin the solicitation process <br /> for RFPs for the design of a transfer station site no matter where it is sited. He said that he <br /> brought this ten-acre site forward because the Board was willing to look at the Town <br /> Operations Center site and if that fell through, this site would be similar. He understands that <br /> there has to be some parameters on this process. <br /> Commissioner Yuhasz asked that staff investigate the parameters of the solid waste <br /> interlocal agreement. <br /> Commissioner Jacobs said that staff needs to engage DOT in this process. He would <br /> also like to make sure that staff comes back with an implementation analysis of short and long- <br /> term concerns that were raised by the Rogers Road community. <br /> Commissioner Nelson said that he is going to vote against this motion because two of <br /> the options in this motion did not go through the process. <br /> VOTE: Ayes, 4; Nays, 3 (Commissioner Nelson, Commissioner Gordon, and Chair Foushee) <br /> Commissioner Pelissier asked for a sight-seeing trip to visit all of the sites, if possible. <br /> 7. Update of Activities on Orange County Economic Development Efforts <br /> The Board received an update of activities on Orange County economic development <br /> efforts including: the development of a Solar Cluster; the partnership with the Chapel Hill- <br /> Carrboro Chamber of Commerce promoting the Buy Local program; discussions with Buckhorn <br /> Partners, LLC on designing a state certified business park at the Buckhorn EDD; and <br /> discussions with the Town of Hillsborough regarding the incubator development along the US <br />
