The expert states that this
transportation sector /vehicle miles traveled (VMT) accounts for 48% of
GHG emissions.
Of that, staff` has approximated that ten (10) minutes of idling in fifty (50)
drive -thrus that .each service two hundred fifty (250) cars a day would
amount to approximately .3% of the total GHG emissions or .6% of
transportation emissions.
2.. A document from the Environmental Protection Agency (EPA), dated
2001; entitled `Extended Vehicle Idling'. On page two (2) of this
document, specifically Table One (1), there is a reference to a `breakeven'
point(s) of re- starting vehicles versus idling time in minutes. Page(s) three
(3) and four (4) of the document describes some measures to ameliorate
drive -thru. emissions. implementation considerations on page(s) six (6)
and seven (7) offer a reasonable EPA perspective on idling issues of both
drive -thru facilities and heavy -duty vehicles.
