Again, problems were identified in methodology and <br />findings, typified by the response from Chief Travis Crabtree, Town of Carrboro. <br />(Attachment C is an a-mail from Chief Crabtree on the Fire Rescue Study.) <br />Apri12007 <br />County management, .after much consideration of the revised working draft and <br />careful consultation with Legal and Emergency Services, elected to end the <br />engagement of The Sage Group. <br />September 2007 <br />County management contracted with the UNC School of Government (SOG, Dr. <br />Maureen Bemer) to prepare a primer on fire/rescue service 'responsibilities for <br />NC counties and a cross-reference between The Sage Group contract <br />award/scope of services and the work product actually received by the County. <br />The SOG technical analysis several items that warranted further work, including <br />methods of financing recommended improvements and service demand and <br />current level of response. <br />November 2007 <br />The SOG technical analysis was circulated among stakeholders. County staff <br />attended the Fire' Chiefs Council November meeting to provide an update and <br />receive comments and concerns. about the work to, date. At a work session on <br />November 19, the SOG made its presentation to the BOCC. Chief Andy Gates, <br />Caldwell Fire Department, provided their summary response to County staff in an <br />e-mail in advance of the work session. (Attachment D is a copy of Chief Gate's <br />e-mail.) <br />At the work sessian the BOCC provided the following guidance and direction far <br />continuing and/or renewing a study: <br />® Ensure that the southern part of Orange County serviced by the North <br />Chatham Fire Department was addressed <br />® Provide sufficient critical data and analysis for recommendations and <br />discussion <br />® Relate how South Orange Fire District fits into overall study; Address <br />equally with North Chatham <br />® Correct misinformation and gaps <br />® Provide recommendations for a comprehensive plan far fire services <br />Address how to move forward with Fire Chiefs Council <br />d Address six-mite service district . <br />Prioritize goals <br />® Do a strategic plan <br />The understanding, supported by the Fire Chief s Council, was the County would . <br />wait until the next Emergency Services Director was in place before proceeding <br />3 <br />
