Jones, Director <br />September 4, 2009 <br />RE: Request for Proposals <br />Study To Create Overview Of Current Issues Relating To The Delivery Of Fire, Rescue And <br />Emergency Medical Services In Orange County Study Phase 1 <br />Proposal No. 5150 <br />To Whom It May Concern: <br />The Orange County, North Carolina, Board of County Commissioners is seeking qualified firms to <br />develop an overview of current issues relating to the delivery of fire, rescue and emergency <br />medical services in Orange County. We are seeking interested parties with the expertise to <br />advise us as we take an initial status check of our service delivery system as well as <br />development of a focused Request for Proposal for a comprehensive study. <br />Currently Orange County is served by a network of paid and non-paid (volunteer) fire and <br />rescue agencies. The Board of Orange County Commissioners (BOCC) through this RFP is <br />requesting; <br />® an analysis of the current system, <br />® a comparison of those results to established performance guidelines, such as those <br />published by the National Fire Protection Association, <br />® a report card. of capabilities. <br />® Assistance in developing a focused, metered scope of work that will form the basis for a <br />Request for Proposal to complete future phases of the study. <br />The selected firm will be required to conduct two' public meetings to obtain input from the <br />citizens of Orange County. In addition, the selected firm will be required to make a presentation <br />of its findings and present the report to the Orange County Board of Commissioners at a <br />regularly scheduled Board of Commissioners meeting. Costs associated with these public <br />meetings shall be included in fee proposal. <br />Submission of Proposals <br />A. Please submit one (1) original, one (1) copy, and one digital copy (.pdf) of proposal. All <br />proposals shall be sealed and marked "RFP # 5150, Study To Create Overview Of Current <br />Issues Relating To The Delivery Of Fire, Rescue And Emergency Medical Services In Orange <br />County Study Phase 1 " Sealed proposals will be received no later than 5:00 PM EST, on <br />September 24, 2009, at the Office of the Orange County Purchasing Agent, 129 E King <br />Street, PO Box 8181 Hillsborough, NC 27278. Each bidder is responsible for determining <br />that all addenda issued by the County has been received before submitting a proposal. <br />
