Culpepper, Planning Director <br />Mary Jane Nirdlinger, Special Projects Coordinator <br />SUBJECT: Recommended update to student generation rates for Schools Adequate Public <br />Facilities Ordinance (SAPFO) processes <br />DATE: September 14, 2009 <br />PURPOSE <br />To inform the Council of proposed student generation rate updates and to provide an opportunity <br />for comment. <br />BACKGROUND <br />Chapel Hill participates with Orange County, Carrboro, and the Chapel Hill-Carrboro City <br />Schools in management of a Schools Adequate Public Facilities Ordinance (SAPFO). The <br />Orange County Board of Commissioners directed staff to begin the process outlined in the <br />SAPFO Memorandum of Understanding to update student generation rates. <br />DISCUSSION <br />The planning directors of the Towns and the County and representatives of the School Districts <br />appointed by the Superintendents (this is the SAPFO Technical Advisory Committee, <br />SAPFOTAC) recommend adopting the updated generation rates to reflect the most current data. <br />The Board of County Commissioners is scheduled to consider the updated rates at its October 6, <br />2009 meeting. If the change is adopted by the Commissioners, it will be incorporated into the <br />2010 SAPFOTAC Report and will become effective with the November 15, 2010 Certificate of <br />Adequate Public Schools system update. <br />The updated rates are based on 2007 data, instead of the 2001 data used in the earlier analysis. <br />The update shows a slight increase in the generation rate (for all housing types) from 0.290 to <br />0.332 for Chapel Hill-Carrboro Schools and from 0.284 to 0.321 for Orange County Schools. <br />More details are available in the attached memorandum and Appendix C of the 2007 <br />TischlerBise report. <br />RECOMMENDATION <br />We recommend that the Council receive the updated generation rates and provide any comments <br />to the Board of Commissioners. <br />
