Comparison of 2001 and 2007 Student <br />Generation Rates <br />PURPOSE: To consider approval of revised Student Generation Rates (SGR) for Orange <br />County Schools and Chapel Hill-Carrboro City Schools to be incorporated in the Schools <br />Adequate Public Facilities Ordinance (SAPFO) and the Certificate of Adequate Public Schools <br />(CAPS) system. <br />BACKGROUND: When the Orange County Board of Commissioners (BOCC) adopted <br />updated educational facilities impact fee levels in December 2008 based on the 2007 <br />TischlerBise impact fee report, the BOCC directed staff to begin the process outlined in the <br />SAPFO Memorandum of Understanding (MOU) to update student generation rates used in <br />SAPFO processes. <br />
