Fd 4 ~.~ <br />As the meeting reconvened, the Chairman stated the floor <br />was open for further discussion. <br />Commissioner Willhoit suggested that the Building Fund be <br />reduced to.$181,000 and the Contingency Fund be reduced to $93,000. <br />He further asked the Board to consider adding a 2~ school district <br />supplement to the Chapel Hill-Carrboro City schools. This would <br />mean taking $97,000 from the Building Fund and $77,000 fxom the <br />Contingency Fund foz a 64 tax increase. <br />Commissioner Gustaveson spoke against this proposal. He <br />stated this would only put off the problem until next year or <br />perhaps later this year and would put the Board in a box at a <br />later time. <br />Mx. Pinney and Mr. Walker also spoke against this proposal. <br />Chairman Whitted stated he would consider the first part of the <br />proposal. <br />Discussion continued regarding ways in which to reduce the <br />proposed tax rate. Several proposals were made by members of the <br />Board; however, no consensus was reached regarding any one proposal, <br />Chairman Whitted stated he would support the first half of <br />Commissioner Willhoit's suggestion to reduce the Building and <br />Contingency funds by $174,000 and setting a tax rate at 844. He <br />added the comments of Commissioner Gustaveson regarding using <br />monies from the Contingency and Building Funds were valid; hawever, <br />he feels there will be sufficient money in the budget for the <br />Grady Brown project, He feels the net debt money next year will <br />be available to plug into the Building Fund if needed. There is <br />statedshebfeltythe reductipnlofu$9~n000 would not seriouslyar~ He <br />jeopardize the Grady Brown project. <br />Commissioner Walker spoke against the proposal which was <br />under discussion by stating that he felt the Board had disregarded <br />input from citizens. He added that he would not accept a 6~ tax <br />increase. <br />Commissioner Pinney asked Commissioner Gustaveson if he would <br />agree to cutting the Building Fund by $35,000 and attempt to get <br />the remainder from other sources. Mr. Pinney then informed the <br />Board of the additional State revenue of $21,576 which will be <br />forthcoming form the Congressional Fiscal Relief Fund for States <br />and Political Subdivisions. This amount is not included in the <br />revenue projection. Mr. Pinney further proposed that $97,000 be <br />taken from Contingency, $35,000 from the Building Fund and the <br />approximate .$22,000 from the State, for a total of $154,000. An <br />additional $20,000 in revenue could reduce the tax increase to 6~, <br />Chairman Whitted informed the Board of the discoveries of <br />leased property by the Tax DepartmentR.which would bring into the <br />County additional revenue. <br />Mr. Pinney stated he felt interest on investments would also <br />bring in additional revenue as well as the anticipated tax for <br />liquor by the drink. <br />The Finance Officer stated he felt an additional $20,000 <br />could be expected in County revenues. <br />Commissioner Gustaveson expressed his dissatisfaction with. <br />the cut in the Contingency Fund. <br />Commissioner Willhoit stated he was not happy with the add on <br />SpecxalRst betcut andathatnamount addedstodthe Buildi~c~eation <br />5 und. <br />
