ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 6, 2009 <br />Action Agenda <br />Item No. ~ - G <br />SUBJECT: Approval of Expanded East Orange Fire Insurance District Boundary Map <br />DEPARTMENT: Emergency Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />East Orange Insurance District <br />Modifications Map <br />East Orange Insurance District Map <br />INFORMATION CONTACT: <br />Frank Montes de Oca, 245-6100 <br />Mike Tapp, 245-6100 <br />PURPOSE: To approve the East Orange Fire Insurance Boundary District map which has been <br />expanded to include properties within six road miles of Eno Fire and Emergency Services, Inc., <br />Station 2 in the East Orange Fire Insurance District (properties within six road miles of Station 2 <br />are currently not inside the fire insurance district). <br />BACKGROUND: In past years, Eno Fire and Emergency Services, Inc. recognized the need to <br />acquire land and build a fire station to enhance fire protection services to the property owners <br />and residents in the northern areas of the district. Property owners in that area were not eligible <br />to be in the fire insurance district because they received protection from Station 1 located on US <br />Highway 70. Land was purchased and Station 2 was built in 2007 on St. Mary's Road near the <br />intersection of Pleasant Green Road. The North Carolina Department of Insurance -Office of <br />the State Fire Marshal has inspected the station, equipment and necessary documents for <br />certification purposes. Eno Fire and Emergency Services, Inc.- Station 2 is now recognized as <br />an approved and rated fire station and the need exists to extend the insurance boundaries to six <br />road miles from Station 2. Expansion of the fire insurance boundaries will allow property owners <br />in the northern areas of the district to be inside the insurance district. <br />Staff has worked with Tax Assessor/Land Records staff to extend the insurance district and <br />produce a revised East Orange Fire Insurance District map utilizing GIS software. That map is <br />attached and identified as the East Orange Insurance District map. The map has been reviewed <br />and approved by staff from the North Carolina Department of Insurance-Office of the State Fire <br />Marshal Ratings and Inspections Division. Upon approval by the Board of County <br />Commissioners, the Office of the State Marshal can legally extend the fire insurance district to <br />six road miles from Eno Fire Station 2. <br />An analysis was conducted by staff to determine the number of parcels of property affected by <br />the insurance district expansion and 445 parcels of property will be added to the East Orange <br />Fire Insurance District as shown in the attached East Orange Insurance District Modifications <br />Map. The contrasting red shaded areas on the map are currently not in the insurance district. <br />
