4 <br /> Dean Roper said that he met with Chair Foushee and Hillsborough <br /> Mayor Tom Stevens last month about this. <br /> Commissioner Gordon asked if this facility was going to be self-standing <br /> and if there would be a lot of interaction with the main hospital. If so, she asked <br /> if UNC Hospitals would have its own transportation system. <br /> Dean Roper said that they expect a lot of interaction with UNC. He said <br /> that this will be a branch of UNC Hospitals and there will be shuttles. <br /> Commissioner Hemminger said that this proposal is very exciting. <br /> Commissioner Nelson said that he is very excited about this possibility <br /> since he lives in Hillsborough. He said that for County government, this is a <br /> chance to do a lot of creative economic development around this area. He said <br /> that by taking this property off of the tax rolls, there is a down side for the Town <br /> of Hillsborough, and he hopes that UNC Hospitals will work with the Town to <br /> mitigate some of these losses. <br /> Dean Roper said that the Mayor said the same things and they will work <br /> constructively with the Town of Hillsborough. <br /> b. Orange County Partnership To End Homelessness <br /> Community Report <br /> The Board received a presentation on the first Annual Community Report <br /> of the Orange County Partnership to End Homelessness. <br /> Commissioner Pelissier said that she is the Commissioner representative <br /> on this group. She distributed the annual report. She said that one of the goals <br /> of this group is to reduce chronic homelessness. Outreach is an important goal <br /> of this group and through this they have engaged over 279 homeless individuals <br /> and 10 have received housing. <br /> Another goal is to increase public participation. A new effort that is <br /> starting is the reading of "The Soloist" — a book that chronicles the struggles of <br /> the homeless. During the week of September 13-19, there will be community- <br /> wide discussions on this book. She said that the Towns of Carrboro and Chapel <br /> Hill are being encouraged to participate. <br /> 4. Consent Agenda <br /> A motion was made by Commissioner Hemminger, seconded by <br /> Commissioner Pelissier to approve those items on the consent agenda as <br /> stated below: <br /> a.
