11 <br /> The N. C. Department of Commerce — Division of Community Assistance <br /> has announced the availability of funds for infrastructure projects in the state <br /> that eliminate severe water and wastewater (sewer) problems with health and <br /> environmental consequences. Approximately $2 million is available in this <br /> category with a maximum per community of $750,000. There is also a five <br /> percent match requirement by local government. <br /> The application window ends Friday, June 30, 2009. By that date, <br /> interested applicants must submit a Letter of Interest, a Preliminary Engineering <br /> Report (PER), and beneficiary surveys in order to be considered for a future <br /> application for these funds. <br /> After initial public comment is received and if there is interest in pursuing <br /> CDBG funding, County staff will work to assemble the required information <br /> delineated above for submission to the Division of Community Assistance. <br /> PUBLIC COMMENT: <br /> Robert Campbell said that so often his community has come before the <br /> Board of County Commissioners and the requests have always been to find <br /> funding to provide and complete the water lines that were started in 2001 for the <br /> residents of the Rogers Road area, especially to Ms. Gertrude Nunn. He said <br /> that now that the animal services center has been completed, there is still no <br /> water line for Ms. Gertrude Nunn. He said that one of the reasons that Ms. <br /> Nunn was not connected at first because the animal services center was not <br /> online and she would not have used enough water. This is not the case <br /> anymore. He said that Ms. Nunn could not be connected to the infrastructure <br /> that is connected to the animal services facility. He asked the County <br /> Commissioners to look at the human aspect and the disparities that have been <br /> created by the operations of the solid waste facility. He said that the <br /> neighborhood that has always been here is being denied public access to a <br /> public drinking water and sewage service. <br /> Commissioner Jacobs asked to see a copy of the discussion from 2001 <br /> about serving Ms. Nunn's property. He thinks that Robert Campbell is correct. <br /> Chair Foushee agreed. <br /> Commissioner Hemminger asked about a cost projection for this. <br /> Staff will bring this information back. <br /> A motion was made by Commissioner Hemminger, seconded by <br /> Commissioner Nelson to close the public hearing. <br /> VOTE: UNANIMOUS <br /> 6-1. Regular Agenda (SITTING AS THE ORANGE COUNTY HOUSING <br /> AUTHORITY) <br /> a. Orange County Housing Authority Bylaws Revision and <br /> Board Member Resignations <br /> The Board considered approving the proposed revision of the Bylaws of <br /> the Orange County Housing Authority; and resigning as the Board of <br /> Commissioners of the Orange County Housing Authority. <br /> A motion was made by Commissioner Jacobs, seconded by <br /> Commissioner Hemminger to suspend the BOCC meeting and convene as the <br /> Orange County Housing Authority. <br />
