10 She asked about the other funding entities that could get naming rights and how much potential money could be received. Parks and Recreation Director Lori Taft said that it depends on how much they can raise for the different entities within the park. She said that there are 10 areas to name. Commissioner Gordon asked about the adequacy of the $30,000 payment for the whole complex to be called Eurosport Center and Lori Taft said that is what they could get. She said that there might be a higher value placed on it once Buckhorn Village comes to fruition. She thinks that it is very generous of Sports Endeavors to offer this because it is for the community and Eurosport is a worldwide organization. Commissioner Jacobs agreed with Lori Taft that it is a community- minded effort by Sports Endeavors since this is an Orange County business. A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to approve the partnership with Sports Endeavors and the name Eurosport Soccer Center for the next five years. Further, the Board authorizes partnerships that may be established within the next few months for the naming rights of individual facilities within the Center and authorizes the Chair to sign associated contracts or agreements pending review by the County Attorney. Contract to Prepare an Indirect Cost Plan The Board considered a contract with Maximus for preparation of a Cost Allocation Plan and authorizing the Chair to sign Commissioner Gordon said that this is the indirect cost plan that is put in place for grants. She had brought this up in the past about when the county billed for indirect costs and she asked Financial Services Director Gary Humphreys to confirm that the methodology could be used for all indirect costs. She asked if the County could routinely start charging indirect costs where it is appropriate. Gary Humphreys said that the indirect cost plan distributes costs to all departments. A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to approve the three-year contract with Maximus for a cost allocation plan and authorize the Chair to sign, and to direct staff to start charging indirect costs in any cases where it is deemed appropriate. VOTE: Ayes, 6; No, 0 (Commissioner Jacobs was not in the room) Laura Blackmon said that the issue of indirect costs is on the list for discussion in the fall. 5. Public Hearings a. Orange County Community Development (CDBG) Program The Board considered comments from the public regarding the FY 2009 Small Cities Community Development block Grant Program.
