G -~-a. <br />Commissioner Gordon made reference to the background materials, <br />which says that the Housing Authority is called the Board of County <br />Commissioners by law. She said that she went all through the bylaws and could <br />not find that one person has to be designated Executive Director. <br />Tara Fikes said that in Article 2, Section 1 says that the Housing <br />Authority/Board of Commissioners shall consist of seven Commissioners, and in <br />Section 3, it talks about the resident Commissioner, that at least one of the <br />Commissioners must be a person who is directly assisted by the Authority. <br />Commissioner Gordon said that she had hoped that the changes would <br />be highlighted. She suggested having a Section 3 on membership with 'a' being <br />about the resident Commissioner and `b', "another member of the <br />Commissioners should be Executive Director." <br />A motion was made by Commissioner Gordon, seconded by <br />Commissioner Jacobs to approve the proposed revision of the Bylaws of the <br />Orange County Housing Authority with the changes as made by Commissioner <br />Gordon, and to resign as the Board of Commissioners of the Orange County <br />Housing Authority. <br />Commissioner Jacobs said that he was not clear who the Executive <br />Director was and if they would receive compensation. Tara Fikes said that she <br />had been serving as Executive Director and the old bylaws did indicate <br />compensation. <br />County Attorney John Roberts said that he has not reviewed this and <br />Geof Gledhill had been working on this and is still working on this. <br />Commissioner Jacobs made reference to the terms and asked about <br />putting an asterisk and say "five-year term as of 2009." If there is no term <br />mentioned, no one will remember what it was. <br />Tara Fikes said that the attorney was concerned that they would not have <br />to come back each time the statute changes and it is a statutory change <br />automatically. <br />John Roberts said that a footnote would be fine for the five-year term in <br />2009. Commissioner Jacobs asked to have the footnote for the five <br />year term in 2009 added to the motion and Commissioner Gordon <br />agreed. <br />VOTE: UNANIMOUS <br />With that motion, the Board of County Commissioners resigned as the <br />Orange County Housing Authority and reconvened as the Orange County Board <br />of Commissioners. <br />'~,, 66=2. Regular Agenda <br />a. Approval of Fiscal Year 2009-10 Budget Ordinance. Capital <br />Proiect Ordinances, and Grant Proiect Ordinances <br />The Board considered approving the Fiscal Year 2009-10 Budget <br />Ordinance, Capital Project Ordinances, Grant Project Ordinances and Fee <br />Schedule. <br />Budget Director Donna Coffey said that at the June 11~h work session the <br />Board of County Commissioners approved motions concerning the intent to <br />adopt the upcoming year's budget ordinances. In those motions, the Board <br />indicated the intent to approve the tax rate of 85.8 cents per one hundred dollars <br />valuation. This is a revenue neutral tax rate for fiscal year 2009-10. <br />
