Fecal coliform and E. coli concentrations in well <br /> water in the Rogers-Eubanks community exceeded the Environmental Protection Agency <br /> (EPA) maximum contaminant limit (MCL) of zero MPN/100 ml, set under the Safe Drinking <br /> Water Act (SDWA) amendments of 1996 (Table 2). Turbidity, fecal coliform, E. coli, and <br /> enterococci levels observed in well water in the Rogers-Eubanks community suggest fecal <br /> contamination of household ground water supplies (Table 2). <br /> Characteristics and failure of private household septic systems: <br /> Twenty-one households (78%) reported having a private household septic system. The median <br /> year of septic system construction was 1971 (with the oldest constructed in 1926 and the most <br /> recent in 2008). Signs of septic system failure were common with 24% reporting a septic tank <br /> pumping frequency of at least once a year; 10% reporting septic discharge making the yard <br /> wet; 30% reporting septic back-up into the home; and 30% reporting septic system malodor. <br /> Seventy percent of the septic system users surveyed reported one or more these septic <br /> system failures. <br /> Willingness to connect to, and ability to pay for regulated, public water and sewer <br /> service: <br /> Survey respondents said that if a connection could be provided to them free of charge, they <br /> would be willing to connect to: public water only (4%); connect to public sewer only (19%); <br /> connect to both (63%); connect to neither (7%), or didn't know whether they would be willing to <br /> be connected (7%). Just over half (54%) of respondents said that if they were connected, it <br /> would be affordable to pay a monthly water and sewer bill. <br /> Annexation willingness and formation of a neighborhood conservation district: <br /> Over half of respondents (52%) said that they would be willing to sign a petition to be annexed <br /> into town limits and 28% said they didn't know. Reasons respondents said they would be <br /> willing to sign an annexation petition included connection to Orange Water and Sewer <br /> Authority (OWASA) services (47%); access to community development block grant (CDBG) <br /> funding for home repairs such as winterizing (59%); right to vote in town elections (63%); and <br /> voice in zoning of property (65%). Thirty-one percent of survey respondents reported that they <br /> would be willing to sign a petition to create a neighborhood conservation district as a strategy <br /> to ease possible tax increases as a result of annexation. Over half (54%) said they did not <br /> know their answer to this question. <br />
