b. Tax Collector's Annual Settlement for Fiscal Year 2008-09 <br /> The Board received the tax collector's annual settlement on current and delinquent <br /> taxes, considered approving the accounting thereof, and upon acceptance of the reports, <br /> considered issuing the Orders to Collect for Fiscal Year 2009-2010. <br /> Tax Collector Jo Roberson said that the statewide average for collections is 97.38%. In <br /> jurisdictions with residency higher than 100,000 citizens, the average collection is 97.83%. In <br /> an unofficial polling of the surrounding counties, the majority of the counties have held where <br /> the collections were last year or slightly below. She said that she is happy that the overall <br /> percent of collection for Orange County was 98.85%, which was higher than last year at <br /> 98.76%. For Orange County inclusive, which is the countywide figure, the fire district, and <br /> special district taxes, the collection percentage was 98.79%. There has been a total of <br /> $94,000 that has been filed for bankruptcy, which is $3,000 more than last year. The <br /> foreclosures in 2008 totaled 83. From January to June this year, there have been 41 <br /> foreclosures. <br /> She said that in September 2008 the Board of County Commissioners approved the <br /> outsourcing of title work to help clean up back taxes that were owed. To date, 26 properties <br /> have been outsourced and $62,046 has been collected from those. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br /> to approve the tax collector's annual settlement on current and delinquent taxes, approve the <br /> accounting thereof, and upon acceptance of the reports, issue the Orders to Collect for Fiscal <br /> Year 2009-2010. <br /> Commissioner Jacobs asked about the cost of the title search for the $62,000 and Jo <br /> Roberson said that the actual cost was $3,500. <br /> VOTE: UNANIMOUS <br /> c. Recognition of Revenue Staff and Appointment of Three (3) Deputy Tax <br /> Collectors <br /> The Board acknowledged the continued endeavors of the Revenue staff evident by the <br /> outstanding collection rates achieved and considered appointment of Linda Strickland-Jaubert, <br /> Valerie Curry, and Bobbie Underwood as Deputy Tax Collectors for a four-year term, effective <br /> July 1, 2009 through June 30, 2013. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> to approve the appointments of Linda Strickland-Jaubert, Valerie Curry, and Bobbie <br /> Underwood as Deputy Tax Collectors for a four-year term, effective July 1, 2009 through June <br /> 30, 2013. <br /> VOTE: UNANIMOUS <br /> Jo Roberson stressed to the public that the Tax Office was willing to work with people <br /> regarding tax payment. Citizens that are having trouble with their taxes should call the Tax <br /> Office. There are payment plans available. <br /> 4. Consent Agenda <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br /> to approve those items on the consent agenda as shown below: <br /> a. Minutes <br /> The Board approved the minutes from April 7, May 12, 14, 18, 19, 21, 26, 28, June 2, 4, 11 <br /> and July 2, 2009 as submitted by the Clerk to the Board. <br />
