30 <br />issue proclamations of water supply shortage, if not already issued. Under these <br />circumstances, the Chair of the Orange County Boazd of Commissioners is authorized to <br />issue a proclamation invoking the provisions of this division applicable to a stage three <br />water shortage. Upon the issuance of such a proclamation by the Chair of the Orange <br />County Boazd of Commissioners, the following actions shall betaken with the goal of <br />reducing overall water demand by 20 percent: <br />~:__The use of OWASA-suppliedpotable water forheatin~ and/or cooling purposes shall__~ <br />be reduced in all but the most essential facilities to the extent allowable in consideration <br />of indoor air quality standards, weather conditions, and health and safety requirements. <br />2,__No OWASA .supplied potable water shall be used for irri~ation_of turf brass, except...., '•; <br />for public purpose athletic and recreational fields and for public purpose botanical sites <br />operating under water conservation plans approved by OWASA's Executive Director or <br />by his/her designeet_______ ~. <br />3, __No OWASA: supplied potable water shall be used for irrigating non-turfplant _____________ '••,, <br />material unless applied (i) via hand-held hoses or watering cans, watering bags, drip <br />irrigation or soaker hoses, or (ii) at public purpose recreational or botanical sites <br />operating under an OWASA-approved Water Conservation Plan. <br />4.
