~~ <br />~~.. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson <br />it was moved and adopted that•Dr. Mary Jane Gray be appointed as a member <br />of the Area Mental Health Board. <br />The Clerk to the Board was requested to inform Dr. Graff. and Mr. Baxter <br />of this appointment. <br />Commissioner Gustaveson informed the Board of a "pot luck" dinner to <br />be sponsored by the Orange County Mental Health Association. Plans will <br />be confirmed by the Clerk. <br />Commissioner Willhoit asked the Board to discuss the CETA Re-enactment <br />_.. proposal. <br />The Chairman reminded the Board of a fact sheet received at the NACO <br />Legislative Conference which pointed out problems NAGO and the Counties <br />have with the administration version of the reauthorization bill. He <br />spoke of a letter which Durham-Orange Employment and Training Advisory <br />Council has forwarded to~the Congressional Delegation, which also pointed <br />out that Board's concerns. <br />Commissioner Willhoit stated he would like to see the CETP_ Program <br />continued in its present format and felt the Congressional Delegation <br />should be urged to -support the continuation of the CETA Program as it <br />presently exist. <br />Upon motion of Commissioner Willheit, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Board of Commissioners sup- <br />port the contents of the letter directed to the Congressional Delegations <br />from the Durham-Orange Employment and Training Advisory Council. <br />Item 5: The Acting Planning Director will briefly report process in <br />developing the Community Development Application. The Chairman recognized <br />Hal Minis. <br />Mr. Minis informed the Board that the Community Development Task Force <br />had been named and had met and out7.ined a citizen's participation plan. <br />The first public hearing is scheduled far April 26th in the County Court- <br />house. The second hearing will be May 3rd in the Community Building on <br />Orange Street. He stated that the Engineering firm of Rose, Pridgen and <br />Freemon would have ready by Wednesday, April 19th, cast figures for supply- <br />.: ing water and sewer to all eligible homes in the Northern Fairview area. <br />JOCCA will undertake a survey of the area.to assess the impact of <br />the proje-t on low income persons, as well as assess housing conditions <br />for the economically disadvanged. A contrast regarding tap-ons and <br />maintenance of the lines, between the County and the Town of Hillsborough <br />has been drafted and will be presented to .the Hi11s'borough Town Board next <br />week. <br />Mr. Minis stated that an outline of the pre-application should be <br />ready very soon and then will be taken to Greensboro for Mr. Fairley's <br />review. <br />Commissioner Walker asked the Board to request the Clerk to the Board <br />to investigate the status of the proposed ordinance Establishing Orange <br />County Recreation and Parks Council. <br />The County Attorney stated that he intended to meet with the Finance <br />Director before'May 1st to make recommendations to the Board regarding the <br />proposed ordinance. <br />The Clerk was instructed to direct a letter to Chairman Robert <br />Strayhorn informing the Advisory Council of the status of the Ordinance. <br />Commissioner Pinney moved that the meeting be adjourned. <br />The County Attorney asked that the Board discuss a Consent Judgment <br />regarding the tax appeal of D. St. Pierre DuBose property. <br />Commissioner Pinney withdrew his motion to adjourn. <br />
