~~ ~~.. Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson it was moved and adopted that•Dr. Mary Jane Gray be appointed as a member of the Area Mental Health Board. The Clerk to the Board was requested to inform Dr. Graff. and Mr. Baxter of this appointment. Commissioner Gustaveson informed the Board of a "pot luck" dinner to be sponsored by the Orange County Mental Health Association. Plans will be confirmed by the Clerk. Commissioner Willhoit asked the Board to discuss the CETA Re-enactment _.. proposal. The Chairman reminded the Board of a fact sheet received at the NACO Legislative Conference which pointed out problems NAGO and the Counties have with the administration version of the reauthorization bill. He spoke of a letter which Durham-Orange Employment and Training Advisory Council has forwarded to~the Congressional Delegation, which also pointed out that Board's concerns. Commissioner Willhoit stated he would like to see the CETP_ Program continued in its present format and felt the Congressional Delegation should be urged to -support the continuation of the CETA Program as it presently exist. Upon motion of Commissioner Willheit, seconded by Commissioner Gustaveson, it was moved and adopted that the Board of Commissioners sup- port the contents of the letter directed to the Congressional Delegations from the Durham-Orange Employment and Training Advisory Council. Item 5: The Acting Planning Director will briefly report process in developing the Community Development Application. The Chairman recognized Hal Minis. Mr. Minis informed the Board that the Community Development Task Force had been named and had met and out7.ined a citizen's participation plan. The first public hearing is scheduled far April 26th in the County Court- house. The second hearing will be May 3rd in the Community Building on Orange Street. He stated that the Engineering firm of Rose, Pridgen and Freemon would have ready by Wednesday, April 19th, cast figures for supply- .: ing water and sewer to all eligible homes in the Northern Fairview area. JOCCA will undertake a survey of the area.to assess the impact of the proje-t on low income persons, as well as assess housing conditions for the economically disadvanged. A contrast regarding tap-ons and maintenance of the lines, between the County and the Town of Hillsborough has been drafted and will be presented to .the Hi11s'borough Town Board next week. Mr. Minis stated that an outline of the pre-application should be ready very soon and then will be taken to Greensboro for Mr. Fairley's review. Commissioner Walker asked the Board to request the Clerk to the Board to investigate the status of the proposed ordinance Establishing Orange County Recreation and Parks Council. The County Attorney stated that he intended to meet with the Finance Director before'May 1st to make recommendations to the Board regarding the proposed ordinance. The Clerk was instructed to direct a letter to Chairman Robert Strayhorn informing the Advisory Council of the status of the Ordinance. Commissioner Pinney moved that the meeting be adjourned. The County Attorney asked that the Board discuss a Consent Judgment regarding the tax appeal of D. St. Pierre DuBose property. Commissioner Pinney withdrew his motion to adjourn.
