- ~ 41 1 <br />q <br />Dr. Hanes explained to the Board that unappropriated fund balances <br />accrued as revenue estimates exceeded actual revenues. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adapted to authorize the transfer of $140,198 <br />from the unappropriated fund balance of the Chapel Hill Carrboro City <br />Schools to the current year's capital outlay budget. <br />Far copy of Letter of request from Dr. Robert Planes and their <br />Resolution, see page 563-564 of this book. <br />Item 4: The Manager recommends acquisition of five additional <br />computer terminals and 32K of computer core to facilitate operation of <br />the unified tax billing system. <br />The agenda attachment explained that the County executed a lease <br />with Municipal Leasing Corporation to acquire basic equipment items <br />for its computer system. Additional equipment must be acquired to <br />implement the unified tax billing program (5 terminals and 32K of core <br />for the central processing unit). This equipment will cost $25,335. <br />Municipal Leasing Corporation will amend the County's current lease to <br />cover this. equipment offering the same rate of interest (8.5~). <br />The County Manager recommends: 1) The Board of Commissioners <br />approve amendment of the original lease with Municipal Leasing Corpora- <br />tion as described above, and 2) that funds ($3,033.49) be transferred <br />from the line item personnel to the Data Processing Department to cover <br />the first payment on this lease. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adapted to approve the two recommendations <br />as presented by the County Manager for leasing of computer equipment, <br />and the transfer of $3,033.49 from line item personnel to the Date Pro- <br />cessing Department. <br />(Budget Amendment for this action is part of the May 1, 1978 minutes). <br />Item 6: The Department of Transportation recommends addition of <br />Mildred Court in Forest Park Subdivision to the State Secondary Road <br />System. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted to accept the recommendation of <br />the Department of Transportation to add Mildred Court to the State <br />Secondary Road System. <br />One item added to the agenda was concerning the amendment to House <br />Bill 8494, the Lobby Disclosure Bill, which exempts States, Counties, <br />and cities from registering as Lobbying greups and these are then treated <br />the same as Federal Government. <br />Commissioner Gustaveson recommended to the Board that the Clerk call <br />Congressmand la. H. Fountain in Washington on Wednesday morning to remind <br />him that the amendment to House Bi11 8494 will be presented on the House <br />Floor on Wednesday, April 18th, and to solicit his support. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Finney, it was moved and adopted that the Clerk call Congressman Fountain, <br />remind him of the upcoming legislation, indicate the Board's concern and <br />to solicit Mr. Fountain's support of the Bill. <br />Chairman Whitted made several announcements to the Board. He spoke <br />of a letter received from NACO informing the Boards of a Conference <br />sponsored by the Southeastern Association of Health Systems Agencies <br />Executives, and concerning the involvment of Local Government in Health <br />Planning. The conference is scheduled for May 4 & 5 in Atlanta, Georgia. <br />Mr. Whitted informed the Board of a Community/Local lzesource Fair to <br />be held Saturday, April 22nd, sponsored by the Headstart Patent Involve- <br />ment Committee. The Fair will be from 11:00 to 2:00 p..m., in the Cedar <br />Grove Headstart Center. <br />Chairman Whitted brought to the Board's attention the vacancy which <br />exists on the Area Mental Health Board. He stated that two resumes have <br />been received of female physicians who have expressed a desire to serve <br />on this Board, and added if there is no objections, the Board could make <br />this appointment tonight. <br />
