'The project authorized provides funds for the replacement of old and inoperable <br />windows at various elementary, middle, and high schools. Funding for the <br />project comes from pay-as-you-go funds and alternative financing proceeds. <br />Section 2. The officers of the County are hereby directed to proceed with the project within <br />the budget contained herein. <br />Section 3.
