Discussion ensued regarding the chances of the County receiving funding <br /> for the Northern Fairview facility. <br /> Mr. Minis stated he was cautiously optimistic of receiving the grant. <br /> The County Manager stated he felt Orange County has as good a chance of <br /> being funded as any other County, that this is the type of project HUD <br /> is interested in funding. <br /> The Chairman declared the motion of Commissioner Walker had died for <br /> lack of a second. <br /> Further discussions continued regarding the corporative agreement with <br /> the Town of Hillsborough. <br /> Upon motion of Commissioner Gustaveson, seconded by Commissioner Walker <br /> it was moved and adopted to authorize the County Manager to prepare a pre- <br /> application in order to apply for a Community Development giant. <br /> Upon motion of Commissioner Gustaveson, seconded by Commissioner <br /> Willhoit, it was moved and adopted that the County Attorney move with <br /> dispatch to begin negotiations with the Town of Hillsborough to develop <br /> a formal tap on and maintenance agreement for the installation of utility <br /> facilities for the Northern Fairview area. <br /> The Board discussed the Citizen Participation Task Force and decided <br /> that agencies within the County should appoint individuals to serve on <br /> this task force. Those agencies being, the Health Board, Hillsborough <br /> Advisory Council, JOCCA, a member from the Old Community Development Task <br /> Force and members from the Planning Board and the Hillsborough Town Board. <br /> Others on the task force should be persons from the Northern Fairview area. <br /> Upon motion of Commissioner Gustaveson, seconded by Commissioner <br /> Willhoit, it was moved and adopted to authorize the Acting Planning Director <br /> to contact the various agencies and request that they appoint members to the <br /> task force. <br /> The Chairman asked the Board to discuss the Multi-Purpose Center' s <br /> renovation at the Northside School site. <br /> Commissioner Willhoit reminded the Board of two list of items which <br /> needed to be done to the building. He suggested that an architect be <br /> asked to look at the building and to give an estimate of the cost of re- <br /> novation if this is possible . <br /> Commissioner Willhoit then moved that the County Manager contact an <br /> architect to see if the Multi-purpose Center in Chapel Hill is worth <br /> renovation. Commissioner Gustaveson seconded the motion . <br /> Commissioner Pinney asked that this item be tabled until a later <br /> time. Commissioner Walker seconded the motion of Commissioner Pinney. <br /> The Chairman called for a vote on the motion. Voting aye were Commis- <br /> sioners Walker and Pinney. Voting nay were Commissioners Gustaveson, <br /> Willhoit and Whitted. The motion was declared failed. <br /> Further discussion ensued. The consensus of the Board was to <br /> authorize the County Manager to seek the advise of an architect regarding <br /> the Chapel Hill Multi-purpose Center. <br /> The meeting was then adjourned. <br /> /Richard E.
