_4 <br /> i <br /> through this property. Mr. Nunn is proposing to build an auto repair <br /> shop for the rezoned area. A goodly portion of the people living around <br /> the requested rezoned area are kinfolks of Mr. Nunn. <br /> Commissioner Willhoit stated this property appeared to have the same <br /> problems as the Janes property, that he felt the entire area needed to be <br /> looked at in terms of rezoning. Commissioner Willhoit moved that this re- <br /> quest be referred back to the Planning Board, and that they consider the <br /> entire area to decide the most compatible use for the area. <br /> This motion died for lack of a second . <br /> Commissioner Gustaveson moved that the Planning Staff and Mr. Nunn <br /> meet and discuss a solution by which to provide protection to residents in <br /> the area in terms of some type of buffer to minimize the impact to the <br /> area. Commissioner Pinney asked that Mr. Gustaveson include in the motion <br /> that Mr. Nunn should have safety features for certain areas of the road. <br /> Commissioner Gustaveson agreed to this. <br /> Commissioner Pinney seconded the motion. Further discussion ensued. <br /> Commissioner Pinney then called for the question. <br /> Voting aye on the motion were Commissioners Gustaveson, Pinney, Walker, <br /> and Whitted. Voting nay was Commissioner Willhoit. The motion was de- <br /> clared passed. <br /> The Chairman asked the Board to discuss the possibility of applying <br /> for a Community Development Grant. He reminded the Board that the Town <br /> of Hillsborough had indicated an interest in providing utility facilities <br /> for the Northern Fairview area, and the County Board had decided to lend <br /> to the Town $10 ,000 to help fund the project. The Town is now unsure of <br /> whether funds are available and if the County wishes to proceed with the <br /> project on it own, as a Community Development project, it now has about <br /> six weeks in which to act. <br /> The Chairman recognized Hal Minis of the Planning Department and <br /> Joe Bradshaw of the County Manager ' s staff. <br /> Mr. Minis spoke of four areas which should be discussed regarding the <br /> application. 1) The manpower required of the County, should the Board <br /> decide to submit an application, 2) What are the County' s chances, 3) The <br /> approximate cost of the grant, and 4) Final action required of the Board <br /> today. <br /> Mr. Bradshaw spoke of the normal activities the County Staff would be <br /> involved with during this particular time of the year, and stated that <br /> these activities would be somewhat slowed down by applying for the C/D <br /> Grant. He stated that he, Mr. Minis and Mr. Gattis felt the County had <br /> a better chance of receiving monies by applying for a single purpose grant. <br /> The County will be competing with other counties of our own size. Triangle <br /> J has stated that Orange County is high on the list regarding the need for <br /> the facility. <br /> The County staff recommended to the Board that they apply for between <br /> $260 ,000 and $300 ,000 which would be the cost of the sewer lines themselves. <br /> No lines are proposed to be laid to the homes in the area. <br /> Mr. Bradshaw explained to the Board what action is necessary immedi- <br /> ately if the Board desires to apply for the grant. <br /> 1) Authorize the County Manager to delegate staff time to get the <br /> pre-application to HUD. <br /> 2) Appoint or authorize the staff to appoint a citizens participation <br /> task force to facilitate participation requirements . <br /> 3) Authorize negotiations between the County and the Town of <br /> Hillsborough to develop tap on arrangements and maintenance agreement for <br /> the utility. <br /> 4) Authorize the County Manager to secure engineering services to <br /> initiate the necessary engineering study. <br /> These actions are necessary for submitting a pre-application to HUD. <br /> If the pre-application is accepted, planning funds will be granted from HUD. <br /> Commissioner Walker moved to approve the authorization to apply for a <br /> Community Development grant from HUD. <br />
