Item 12 : Continued discussion of bids for small trucks . <br /> The agenda attachment stated the staff feels the best overall buy <br /> shown on the bid results is the Toyota even though it is not the low bid. <br /> It is difficult to document this position, however. The Consumer Report <br /> has not rated small trucks anytime recently. The staff has not been able <br /> to locate any life cycle cost information relating to overall operational <br /> cost of these vehicles. <br /> In response to a question raised by Commissioner Pinney at an earlier <br /> meeting, Mr. Gattis stated that all 4 cyclinders Toyotas did have overhead <br /> cam shafts . Further discussion ensued regarding the use of the two trucks. <br /> Commissioner Willhoit moved to accept the low bid from Alexander Ford <br /> for the purchase of two Courier Trucks at a cost of $8 ,712.94 . <br /> For copy of bid results , see page 559 of this book. <br /> Commissioner Walker seconded the motion. <br /> Voting aye on the motion were Commissioners Gustaveson, Willhoit, and <br /> Walker. Voting nay were Commissioners Whitted and Pinney. The motion was <br /> declared passed. <br /> Chairman Whitted referred to the item added to the agenda regarding <br /> a letter from Dr. Robert Hanes , Superintendent of the Chapel Hill- Carrboro <br /> City Schools , reguesting some indication of the Board' s feelings regarding <br /> the transfer of school system monies from the unappropriated fund balance <br /> to the capital outlay budget, as set forth in G. S. 115-110 . 13 . <br /> Mr. Whitted stated he had asked the County Attorney to research this <br /> statute. <br /> Mr. Gledhill informed the Board that the Board does have this authority <br /> however, such action should only be taken upon a formal request from the <br /> Chapel Hill-Carrboro School Board. <br /> The Clerk was requested to inform Dr. Hanes that the Board would con- <br /> sider such action upon receipt of a formal request from the Board of Educa- <br /> tion. <br /> The Chairman referred to the item added to the agenda concerning the <br /> request from ECO' s for the establishing of a network of recycling bind <br /> throughout Orange County. He stated ECO's was proposing this be done <br /> through an appropriation from the local governements (Landfill Fund) which <br /> will be repaid. <br /> Commissioner Willhoit suggested the County Manager be authorized to <br /> propose a mechanism of how this project can be affected by negotiating a <br /> contract between ECO' s and the three Governing Boards. <br /> Commissioner Gustaveson stated he felt the Board should go on record <br /> as being very sympathetic to this project, and the idea should be ex- <br /> plored further with other governmental bodies regarding the potential <br /> benefits to the County. <br /> The County Manager was authorized to explore the project further with <br /> the other governmental units, and bring his findings back to the Board. <br /> The Board dismissed for lunch at this point in the meeting. <br /> Following the lunch break, the Chairman referred to Item 13 : Plats . <br /> The Chairman recognized Eddie Kirk from the Planning Staff who pre- <br /> sented the minor subdivision plat of Jean Andrews Earnhardt. <br /> Mr. Kirk stated this land is located off of Old Highway 86 , north of <br /> Calvander. Approximately 2 acres is being divided from a larger tract. <br /> Ms . Earnhardt is requesting two variances from standard procedure: 1) that <br /> access be provided by a 32 foot right of way and a 50 foot right of way, <br /> and 2) that relief from the maintenance agreement as the right of way is <br /> currently being used for access by others . It was pointed out that the <br /> road is very old and is being maintained by Commissioner Pinney, who is <br /> an adjoining property owner. <br />
