Commissioner Gustaveson stated the Ad Hoc Committee which has been <br /> composed of mostly HSA Board members is requesting a general official <br /> endorsement of support of the concept of a sub-area council , with a <br /> charge to work out the details . If this endorsement is forthcoming, the <br /> Ad Hoc group will then approach the HSA Board for official recognition <br /> and begin work on the details of setting up the council . <br /> Discussion ensued. Mr. Gustaveson stated that some clerical assist- <br /> ance would be required from the County to work with the HSA Staff. <br /> Commissioner Willhoit pointed out there is no mechanism of translating <br /> the work of the HSA Board back into the County, and the Councils would pro- <br /> vide that mechanism to relate to the County and the HSA Board. <br /> Commissioner Gustaveson moved that the Board of Commissioners endorse <br /> the concept of the Orange County Health and Medical Care Advisory Council <br /> as summarized, and to charge the Ad Hoc Committee to continue discussion <br /> with more specific details as to the purpose, function and structure of <br /> the Council, and to report back to the County Commissioners at a later date. <br /> The motion was seconded by Commissioner Pinney, and all members of <br /> the Board voted aye to the motion. The motion was declared passed. <br /> Item 7 : The Manager recommends the Board give its tentative approval <br /> to: A. Social Services Budget for the fiscal year 1978-1979 <br /> B. Title IV-D Budget for the 1978-1979 fiscal year. <br /> The Chairman explained that the Board of Commissioners had met with <br /> the Social Services Board_ on March 23rd and had reviewed the Social Services <br /> budget in detail. <br /> Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br /> it was moved and adopted to tentatively approve the Social Services budget <br /> with the condition that the Board has the right to withdraw approval of <br /> any portion of this budget if circumstances dictate this action to be <br /> necessary. <br /> The Social Services Director, Tom Ward, stated his department would <br /> know by May 15th if this is an acceptable budget. <br /> The Board briefly discussed the Title IV-D Budget for 1978-1979 . <br /> It was reported that revenues in this program have been excellent and <br /> the program has reduced the cost of AFDC clients in the County. <br /> Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br /> it was moved and adopted to tentative approve the Title IV-D Budget for <br /> 1978-1979 with the Condition that the Board has the right to withdraw <br /> approval of any portion of the budget if circumstances dictate . <br /> Item 8 : The Tax Supervisor requests the Board approve a tax refund <br /> of $109 .63 to Donald R. Smith. <br /> Upon motion of Commissioner Walker, seconded by Commissioner Pinney, <br /> it was moved that the tax refund of $109 .63 be granted to Donald R. Smith. <br /> Discussion ensued. Commissioner Willhoit asked if the cost of adver- <br /> tising incurred by the County would be recovered. <br /> The County Manager stated no cost had been incurred in this case . He <br /> requested that the Board ask the Tax Supervisor to explain the circumstances <br /> regarding this tax refund request. <br /> Upon motion of Commissioner Willhoit, seconded by Commissioner Pinney, <br /> it was moved and adopted to table this item until the Tax Supervisor could <br /> be present at the meeting. <br /> Item 9 : The Board of Election requests a supplemental budgetary <br /> appropriation of $7,600 to facilitate processing challenges recently <br /> filed. The County Manager informed the Board that this is an estimate <br /> of what monies will be needed to perform the work necessary to process <br /> the challenges. <br /> Upon motion of Commissioner Willhoit, seconded by Commissioner <br /> Gustaveson, it was moved and adopted to approve the requested $7,600 by <br /> the Board of Elections, and this money is to come from the Contingency <br /> Fund. <br />
