Item 3 : Residents along State Road 1510 , in the Hurdle Mills Commu- <br /> nity wish to discuss paving this road. <br /> The Chairman recognized Rev. Tinnen of the Hurdle Mills Community. <br /> Rev. Tinnen stated the residents of both State Road 1510 and State Road 1512 <br /> were present to discuss paving of both roads. <br /> The Chairman explained to the residents that the Department of Trans- <br /> portation ranks State Roads according to the number of points accumulated. <br /> State Road 1512 is presently ranked in number 41 position and State Road <br /> 1510 is not amoung the top fifty positions. He stated it would be a number <br /> of years before the number 41 road could be paved, however, the Board would <br /> instruct the Clerk to request maintenance on both roads by the Department <br /> of Transportation. <br /> Commissioner Walker further suggested that residents circulate a <br /> petition requesting paving of the roads . <br /> Item 4 : The Manager recommends adoption of two resolutions : <br /> A. Requesting the United States Congress enact legislation allowing <br /> federal funding for abortions for those women eligible for medical assist- <br /> ance. <br /> B. Requesting the North Carolina General Assembly to continue funding <br /> abortions for those women eligible for medical assistance pending resump- <br /> tion of federal funding. <br /> The Chairman referred to supporting materials found in the agenda <br /> attachment regarding federal and state funding of abortions and requesting <br /> Counties to adopt resolutions encouraging the Advisory Budget Commission <br /> to fund the request forthcoming from Dr. Morrow for an abortion program. <br /> Commissioner Willhoit moved to authorize the County Manager to draft <br /> letters in support of legislation allowing federal funding of abortions <br /> for women eligible for medical assistance, and requesting the General <br /> Assembly of N. C. to continue funding abortions for eligible women pending <br /> resumption of federal funding. Commissioner Gustaveson seconded the motion. <br /> The Chairman called for a vote on the motion and all members of the <br /> Board voted aye. The motion was declared passed. <br /> Item 5 : The Board of Commissioners of Granville County has requested <br /> the Orange County Board of Commissioners enact a resolution requesting the <br /> United States Department of Agriculture not close the Oxford Tobacco <br /> Research Laboratory. <br /> Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br /> it was moved and adopted to send a letter to the Secretary of Agriculture <br /> supporting the reinstatement of the Oxford Tobacco Research Laboratory. <br /> Item 6 : Commissioner Gustaveson will discuss creation of an Orange <br /> County Health and Medical Care Council. <br /> Commissioner Gustaveson informed the Board that the local Health <br /> Systems Agency has last month reached full designation. There are many <br /> changes which will be forthcoming in terms of review of many county pro- <br /> jects which involves any federal funds . Projects must complement the <br /> overall HSA Plan which has been developed over the last 18 months. <br /> When the legislation setting up the Health Planning and Resources <br /> Development Act was enacted, one of the options was the establishment of <br /> sub-area councils on a multi or single county basis. These councils would <br /> function as an outreach arm of the HSA plan and effort. As the HSA has <br /> developed over the last two years, the need has become more evident for <br /> sub-area councils. Members of the HSA Board from Orange County have <br /> discussed this need and have talked about the possibility of Orange County <br /> moving ahead on its own with some type of official recognition from the <br /> County Commissioners , perhaps an official endorsement as well as an official <br /> charge. The purpose of the sub-area council would be to develop some type <br /> of council which would work closely with the HSA Board, the Department of <br /> Health, and other professional and consumer organizations in defining as <br /> precisely as possible the health and medical care needs of each community <br /> of Orange County and to periodically report to the Commissioners and to the <br /> people of the County regarding the spectrum of services from which they <br /> might choose in their efforts to promote health and medical care programs . <br />
