ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 15, 2009 <br />Action Agenda <br />Item No. ~~ <br />SUBJECT: Authorization to Contract for Demolition, Electrical and Painting for Phase I Link <br />__ Center Renovation throu h Informal Biddin Procedures <br />DEPARTMENT: Asset Management & PUBLIC HEARING: (Y/N) No <br />Purchasing Services <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />David Cannell, 245-2651 <br />PURPOSE: To consider authorizing the County Manager to exceed the position's current <br />signature authority to contract with multiple contractors for Phase I renovation of the John M. <br />Link Center. <br />BACKGROUND: The Board has previously approved funding to up-fit offices in the Link <br />Center. The up-fit will allow the relocation of the Commissioners Office, County Manager and <br />County Attorney within the building and will provide adequate space for the Financial Services <br />and Human Resources Departments to relocate to the Link Center from the Government <br />Services Annex. <br />On August 18, 2009 the Board approved the purchase of carpeting and demountable walls. In <br />order to meet the ambitious completion date for Phase I renovation staff recommends that the <br />County contract with vendors to complete demolition, painting, and HVAC and electric. All <br />contracts will be under the informal bid threshold. However it is anticipated the some will <br />exceed the Manager's signature authority of $25,000. Staff is obtaining pricing for the contracts, <br />but will not have the contracts in place in time for the September 15, 2009 meeting. <br />FINANCIAL IMPACT: The total price is anticipated to be approximately $150,000. Sufficient <br />funds are included in the Link Center Renovation Fund for these Phase I expenditures. <br />RECOMMENDATION(S): The Interim Manager recommends that the Board authorize the <br />Interim Manager to contract with vendors for the referenced work at the John M. Link Center <br />that exceeds the $25,000 signature authority. <br />
