Dr. Michael Simmons, Superintendent of the Orange County Schools, <br />spoke of the difficult time he and the School Transportation Supervisor <br />have encountered this winter with bad roads, particularly in the northern <br />portion of the County. He asked that the Board of Commissioners confer <br />with himself and Mr. Apply regarding specific bad areas of unpaved roads <br />in the County which not only need paving, but need to be,brought up to <br />standards. <br />The Board of Commissioners asked Mr. Apply, the Transportation <br />Supervisor for the County Schools to present a list of roads which were <br />in need of improvement and to pinpoint the particularly bad spots which <br />needed improvement. <br />Mr. Watkins reiterated to the Board that monies could be taken from <br />the strengthening and spot stabilization programs and used for special <br />work on road with bad curves and other problems. He added the DOT would <br />welcome information such as what Dr. Simmons has suggested. <br />Mr. Brawn of SR #1515 spoke of problems on his road with heavy <br />trucks traveling the road due to his three small businesses. He stated <br />the road was in dire need of improvement. <br />An unidentified lady brought to the attention of the Board road <br />problems on 5R #1533. She stated that school buses were unable to trove <br />this road at certain times. <br />Residents of Bridadoon Drive, a non system road, asked the Representa- <br />tives of DOT of the possibility of maintaining that road. <br />Residents were told the road must be brougth up to State standards <br />before the State will maintain the road on the unpaved system. <br />Robert Riley of SR 1320 asked about the owner participation program <br />for paving of roads and was referred to County staff for more information. <br />Mrs. Lily Martin of Linden Road and is listed on the agenda as Item 8: <br />Resident of the Linden Road area would like to discuss with the Board of <br />Commissioners and representatives of the Department of Transportation the <br />paving of SR #1566, asked to address the Board. <br />Mrs. Martin requested that Linden Road not be moved from the number <br />2 position on the priority list. She provided the-BOard with current <br />information regarding the Linden Road area. She asked that the Board when <br />approving the 1978-79 program not change the Linden Road priority. <br />Paul Biggins of Linden Road asked about the possibility of starting <br />soon the right of way work for that road since there are right of way <br />problems on other roads included in this year's program. <br />Mx. Watkins stated that surveys and right of way work can start as <br />soon as the program is established. <br />Mr. Efland of 5R #1306, which is number 11 on the priority list, <br />asked about the possibility of the State maintaining all of that road, <br />including a small portion which is not on the State system. <br />A resident of SR #1303 asked for maintenance an her road. <br />Commissioner Pinney asked Mr. Watkins abort the repair need to Old <br />Highway 86. <br />Mr. Watkins informed the Board that the DOT had a bond with the con- <br />tractor for O[dASA, who were laying the pipe line along Old Highway 86, - <br />and this bond would cover the cost of repairing damage incurred to the <br />road, however, there is also some winter damage which will come from the <br />County's allocation. <br />Commissioner Gustaveson suggested that the Board delay approving the <br />proposed program until they have an opportunity to review the list of roads <br />and the areas on these roads which require above normal maintenance. <br />Commissioner Walker mentioned SR #1515 and asked that this road be <br />strengthen if not paved. <br />
