The consensus of the Board was to bring the idea of the task force <br />as being another subcommittee of the Human Services Planning Committee <br />to the Planning Committee at their next meeting, <br />ztem 7: A public hearing has been set for today at 11:00 a.m., to <br />discuss with officials of the State Department of Transportation their <br />proposed secondary roads proposal for the 1978-1979 fiscal year. <br />Ms. Helen Little, a member of the Board of Transportation spoke brief- <br />ly to the Board and persons present. She stated the Board intended to <br />maintain the reputation as the "good roads State". She stated she was <br />present today to listen to the people and to work with the County Commis- <br />sioners to make the best use of available funds for secondary roads improve- <br />ment. <br />Mr. John Watkins, Divisional Engineer for the Department of Transporta- <br />tion informed the Board that from the 75 million dollar bond monies <br />designated for secondary roads, 30 million dollars had been released for <br />use. The monies is divided among Counties .based on the number of-unpaved <br />miles. Orange County's a~lacation for this year is $348,112, which will <br />be the same allocation for the next year, and some later time. Also avail- <br />able is an anticipated amount which is already in the budget for the regu- <br />lar county plan. The 1978-79 allocation will not be available until-July <br />of this year. He spoke of a Resolution adopted by the Board of Trans- <br />portation which establishes criteria and concepts for Counties' Secondary <br />Roads programs. The Resolution addresses seven needs in establishing <br />such programs. 1) Paving of unpaved roads, 2) Spot stablization on the <br />unpaved system, 3) Need to widen narrow heavily traveled paved. roads, <br />4) Need to strengthen weight limited roads, 5) zmprove and replace sub- <br />standard bridges, 6) Continue the effort with schools, fire departments <br />and rescue squads driveway needs, and 7) Need to continue a safety program <br />of bad curves and etc. <br />Orange County's program address three needs fxom these categories: <br />1) Strengthen of paved roads, 2) Spot improvement of unpaved system, and <br />3) Unpaved projects. Mr. Watkins presented to the Board the proposed pro- <br />. gram for 1978-1979. He stated the programs for strengthening paved roads <br />and spot improvement of unpaved roads has no priority system, but was <br />worked up according to needs. He continued to review the proposed progrant <br />with the Board. He stated that some problems do exist with obtaining <br />right of ways for the program which was presented last year. Where right <br />of ways are not available, the Department will pass aver that road and <br />continue to move dawn the priority list. Monies not used during one year <br />are carried over to the next year. These monies allocated by the State to <br />` Orange County do not leave the County. <br />Chairman Whitted asked Mr. Watkins if the Board of Transportation had <br />given any consideration to revising their policy to build in more flexi- <br />bility in regard to subdivision roads. <br />Mr. Watkins stated the Board had not reviewed this particular policy <br />and had agreed to not get into revising such policies at this time. The <br />Board will give some guidance before the next rating period. <br />Chairman Whitted opened the public hearing fox public input. <br />Robert walker of State Road 1350 presented a petition to the Board <br />for paving of his road in Cedar Grove Township: <br />Residents of SR #1306, which is number 11 on the priority list, asked <br />that this road be moved up on the priority list. <br />Mr. S. G. Barbour of Lawrence Road asked the Depaztznent of Transporta- <br />tion for a survey of the right of way he is being asked to release for <br />paving of that road. He stated that an improper survey had been performed <br />by the State. <br />Mr. Watkins stated the Department of Transportation performed a <br />standard survey and the Department felt the survey performed was adequate. <br />Lucy Liggins was informed the Will Wade Loop Road will be paved as <br />soon as the weather permits. <br />Mrs. Bradshaw of SR 1125 asked how residents could get that road <br />upgraded. Mr. Watkins informed Mrs. Bradshaw SR 1125 is number 15 on the <br />priority list and does show improvement in maving up the list. <br />
