1) contraceptive education, 2) laboratory studies, 3) medical exam by <br />physician. 4) the recording of medical history, 5) treatment of suspected <br />and proven venereal disease, 6) counseling for infertility problems with <br />referral to patients choice of source of care, 7) referral for abortion <br />if desired, 8) referral for sterilization procedures, 9) hemagglutination <br />test for rubella and 10) immunization for rubella, polio and tetanus,. <br />11) referral for medical emergencies. <br />The Family Planning Action plan for FY "79 has three major goal areas: <br />1) The general family planning goal which is to provide comprehensive <br />family planning services, counseling and follow-up to residents of the <br />County. 2) The teenager emphasis goal. In 1976, white women, who were <br />married and age 17 and under, had 17 births and unmarried white women had <br />4 births. Non-white women, age 17 and under who were married had 2 live <br />births and unmarried non-white women had 30 live births. During 1976, <br />North Carolina women under age 17 had 7,975 abortions. The County is be- <br />lieved to be experiencing teen abortion problems at least at the statewide <br />level. 3) The family planning health education goal is to establish an <br />expanded health educational component to the program. <br />Mr. Robinson also mentioned the need to provide in-serve training for <br />clinical and clerical personnel of the Health Department. <br />He stated that the family planning grant request required no local <br />hard dollar match of monies. The cast to the County are costs which would <br />occur whether or not the program is approved. <br />The Health Director stated the Health Department hoped to work closer <br />with the local school officials, Agriculture Extension Service and the <br />Recreation Department in educating young people regarding health matters. <br />Commissioner Gustaveson stated he was excited and pleased with the <br />philosophical approach of the Health Program, that the program related to <br />the Capital Health Systems goals. Mr. Gustaveson then moved that the Board <br />endorse with enthusiasm the Family Planning Grant as submitted by the Health <br />Director. Commissioner Willhoit seconded the motion. <br />Chairman Whitted called for the vote on the motion and all members of <br />the Board noted aye.' The motion was declared passed. <br />Item 6: The Manager recommends the Board authorize the Chairman to <br />execute an application for 130 additional units of Recently Completed <br />Section 8 Housing. The agenda attachment stated this application for <br />130 additional units of recently completed Section 8 housing will bring <br />the number of units approved for the County to nearly 500. <br />Upan motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to accept the Manager's recommendation <br />that the Orange County Housing Authority authorize the Chairman to exe- <br />cute an application for 130 additional units of recently completed Section <br />8 housing. <br />Item 10: Mr. Wes Hare will discuss with the Board possible future <br />roles of the Youth Services Needs Task Force. <br />The Chairman recognized Mr. Wes Hare, Chairman of the Youth Services <br />Needs Task Force. Mr. Hare asked of the Board some sense of direction <br />of how the Task Force fits into the Human Services process and other pro- <br />grams of various agencies. He stated the task force had recommended three <br />priorities: 1) Emergency care (Shaffer House), 2) a program of non- <br />residential activity for status offender youth and other youth, 3) Institu- <br />tional care such as Northtown. The task force is presently focusing on <br />the second priority. <br />Commissioner Gustaveson stated there still remains much work to be <br />done in relation to what the State's decision might be for Status Offend- <br />ers. The task force is that body for planning completing those items not <br />completed and coordinating other efforts which might fit into the youth <br />needs program. He suggested that the task force be represented at the <br />next Haman Services Planning committee to see if this should be another <br />subcommittee working under the Planning Committee. <br />Chairman Whitted pointed out that he felt the task force should con- <br />tinue to assess the needs of youth, to have a clear idea of those needs <br />for the County, as well as a general idea of what programs are available to <br />meet those needs. The task force thus, would hel~Z the Commissioners in <br />evaluating services as they set priorities. <br />
