MINUTES <br />ORANGE COi7NTY BOARD OF COMMISSIONERS <br />MARCH 6, 1978 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, March 6, 1978, at 10:00 a. m., in the Commissioners' Roam of the <br />Courthouse in Hillsborough. <br />Commissioners present were Chairman Richard Whitted, members Norman <br />Gustaveson, Jan Pinney, Norman Walker and Donald Willhoit. <br />Staff personnel present were S. M. Gattis, County Manager, Neal Evans, <br />Finance Director, and Agatha Johnson, Clerk. <br />The Chairman referred to Item 1: Does the Board of Commissioners wish <br />to add additional items to this agenda. _ <br />Commissioner Gustaveson asked the Commissioners to discuss a County <br />Brochure later in the meeting. <br />The Chairman asked if there were those persons present who wished to <br />address the Board regarding matters not listed on the printed agenda. <br />No one came forth. <br />Item 2: Minutes of the February 21, 23, and 27, 1978 meetings are <br />submitted for consideration. <br />Certain changes were pointed out to the minutes of February 21, 1978. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, it <br />was moved and adopted to approve the February 21, 1978 minutes. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />the minutes of February 23, 1978 were approved. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson,: <br />the minutes of February 27, 1978 were approved. <br />Item 3: The State Department of Transportation recommends Brisbane <br />Drive and Caprea Court in the Subdivision Fa11s of New Hope, Section 6, be <br />added to the State highway system. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />it was moved and adopted to accept the recommendation of~the Department of <br />Transportation to add Brisbane Drive and Gaprea Court to the State system. <br />Item 4: Appointments - One person to the Youth Services Needs Task <br />Force. <br />Commissioner Pinney, the County's represnetative on the Youth Services <br />Needs Task Force, is recommending one additional position be added to this <br />group. Further, Commissioner Pinney recommends Dr. Bradley Fisher be named <br />to fill this position. <br />Commissioner Pinney informed the Board that Dr. Fisher is the Assist- <br />ant Director of Dillon School. <br />Upon motion of Commissioner Willhoit, seconded by Commissioner Walker, <br />it was moved and adopted to appoint Dr. Bradley Fisher as a member of the <br />Youth Services Needs Task Force. <br />Item 5: The Director of Public Health, Mr. Jerry Robinson will zeview <br />a Family Planning Grant proposal the Board of Health would like submitted <br />to the N. C. Department of Human Resources for the 1978-1979 fiscal year. <br />Mr. Robinson informed the Board that it was necessary to submit a <br />funding request to the State in order to stay in funding contention. zt <br />would be inappropriate to suggest that the program submitted will be the <br />same program implemented. The actual funding level far th.e Family Planning <br />Program will not be ascertained until late July or August, and the Program <br />will be regritten and resubmitted at that time. <br />The Family Planning Program of the County Health Department is a sign- <br />ificantly sized program which served over 1200 people during FY '77 and <br />1234 people far the first half of FY '78.
