3 <br />CTP Committee and the Orange Unified Transportation Board (OUTBoard) will use the public <br />input and comment from the Planning Board, the Economic Development Commission, the <br />Commission for the Environment, and the Transportation Services Board to develop a draft <br />CTP, which will be presented at a second public workshop in February. <br />The DCHC MPO will be developing the MPO CTP during the same timeframe. The MPO CTP <br />will include that portion of Orange County within the Metropolitan Area Boundary. The timeline <br />in Attachment 2 includes the proposed timeline for the MPO CTP. <br />CTP Survey <br />The OUTBoard has endorsed a survey for public input. The survey, Attachment 3, will be <br />available online and at convenient public locations throughout the County for citizens who do <br />not have access to the Internet. The CTP Committee and the OUTBoard are developing a <br />public awareness plan to apprise the public of the CTP development. <br />FINANCIAL IMPACT: The Comprehensive Transportation Plan will require planning staff <br />resources and material costs for maps for the public outreach meetings and copies of the CTP <br />Survey. <br />The Planning and Inspections Department's 2009-2010 operating budget has adequate monies <br />for public outreach and material costs. However, retirements and a frozen 0.53-full-time <br />employed transportation planner planning position are severely stretching transportation <br />planning human resources. Transportation planning in Orange County has increasingly <br />become and could continue to become more important and time-consuming in the future. <br />The Planning Department is working with the County Manager and Human Resources to <br />analyze staffing impacts. This project can still move forward at this time. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Receive the presentation. <br />2. Approve the timeline for the CTP process; and <br />3. Approve the release of the CTP survey. <br />
